In this paper, we propose a new ontology development methodology. The previous studies for the methodologies of ontology development are mainly either project domain specific or ontology architecture specific, and those have limitation where the various and complex business processes are mixed such as service platforms. To alleviate such limitations, the proposed methodology integrates both approaches with the concept of process orchestration for which the various work-flows should be analyzed and rearranged. The validity is tested with the case of the design for the public service export platform of Korean e-Government. We expect that the proposed methodology can be used to design the LOD and metadata based applications.

본 논문을 통하여 새로운 온톨로지 구축 방법론을 제안한다. 온톨로지 구축 방법론에 관한 선행 연구들에서는 대부분 특정 적용 분야나 온톨로지 구조의 특성에 따라 특정한 방법론이 적용되었으나, 서비스 플랫폼과 같이 다양하고 복잡한 비지니스 프로세스가 혼재하는 경우에는 구현 시 한계가 존재 한다. 본 논문에서 제안하는 방법론은 프로세스의 워크플로를 분석하고 이들의 오케스트레이션 (orchestration)을 통하여 이러한 한계를 완화시킬 수 있는 통합방법론이다. 제안된 방법론의 검증은 개념증명 방법으로 범정부 공공서비스 수출 지원 플랫폼 설계에 적용되어 가능성이 확인되었다. 본 논 문에서 제안된 방법론은 서비스 플랫폼과 같이 다양한 비즈니스 프로세스가 혼재하거나 LOD와 메타 데이터를 기반으로 하는 시스템의 설계 시 활용될 수 있을 것이다.
