The Korean government has introduced EA(Enterprise Architecture) to enhance IT management efficiency, to ensure interoperability, and to support rational decision-making. However the performance of using EA seems to be still low. Such a final goal of EA as IT management efficiency has not been approrpiately dealt with because EA performance has been evaluated mainly based on EA maturity of each public organization so far. This study conjectured that promoting the use of EA is one of the key factors for enhancing IT management efficiency and analyzed the relationship between the factors of promoting the use of EA and IT management efficiency. The result of this study shows that EA leadership, EA organizational capability, EA linkage to IT planning, and EA internalization of IT resource management are positively related to the enhancement of IT management efficiency.

국내 공공기관에서는 IT관리 효율성 개선, 상호운영성 확보, 합리적 의사결정지원 등을 위해 EA(Enterprise Architecture)를 도입하였으나 EA의 활용과 성과측면에서 보면 여전히 미진한 상태 인 듯하다. EA에 대한 관리와 평가가 성숙도 측정에 초점이 맞추어져 있어서, IT관리 효율성과 같은 EA의 궁극적 성과는 구체적으로 논의되지 못하고 있다. 이에 본 연구는 적극적인 EA 활용을 통해 EA가 활성화되면 공공기관의 IT관리 효율성이 개선될 것으로 가정하고, EA활성화를 견인하는 요인 들과 IT관리 효율성 개선 간의 관계를 분석하였다. 연구결과 EA 활성화 요인 중 리더십, EA조직역 량, 정보화 기획업무 연계, EA업무내재화가 IT관리 효율성 개선에 중요한 영향을 미치는 것으로 나타났다.
