Introducing Enterprise Architecture (EA) into Korea has been pushed ahead since 2003 and has been reported that about one hundred of Public Organizations out of 132 established EA on Dec. 2010 in Korea Government. The main purpose of the introduction of EA is to offer better public services nation-widely and to cope with the extreme complexity and extreme changes in business process as well as in technology development so that the general management cost can be drastically reduced with reusing and restructuring processes and public information. It is, however, more important to manage and make use of EA than how to introduce. In this point of view, it has been analyzed for some organizations that the results of EA introduction have not totally been satisfactory. In this article, we investigate the K-water's successful EA introduction case so that it can be summarized the background story of the EA introduction phase and how to progress and construct. In the concluding remark, we added that the EA state-of-the-art in this organization is limited to IT department only, which may not have been a problem in the coming phase. Finally, we expect that this case study can be a contribution for the continuous expansion and growth of EA establishment by which the EA can be expanded and reached to higher maturity level.

EA(Enterprise Architecture)의 도입은 2003년을 기점으로 현재까지 132개 대상기관 중 약 100개의 공공기관이 이를 도입하였다. 누차 거론 되는 바와 같이 공공기관에서는 국민에게 더 나은 서비스를 제공하고 공공부문의 정보를 재활용하고 전체적인 비용을 줄이는 데 초점을 두고 도입하였 다. 행정업무에 대한 통합적 관리 및 개선, 특히 나날이 점증하는 복잡성을 해결하는 데에는 EA가 유 일한 대안이지만, 단점으로 지적될 수 있는 부분은 다른 기관들에서와 같이 수자원공사도 정보화부서 및 정보화 업무로 EA가 제한된 것이 그 근본적 한계라 하겠다. 본 연구에서는 성공적으로 진행되고 있는 수자원공사의 EA 도입배경 및 경과, 구축현황 등에 대하여 소개하고 그 성공요인들을 분석하고 도출하였다. 전체적 관점에서 장점이 많이 발견되는 본 사례분석을 통해 향후 타 기관 및 부서들의 EA확산 및 성숙도 개선에 도움이 될 수 있는 사례분석이라고 보며, 향후에는 일상적인 행정업무와 EA의 융합을 위한 거버넌스의 적용이 필요하다고 판단된다.
