The Korean government is spurring the implementation of enterprise architecture (EA) for across-the-board activities of the government. In the target institutions, 76 percent had implemented EA for their institutions as of December, 2010. Even though many public institutions implement, operate and improve their EA, it is still difficult to achieve improvement of EA except for a few public institutions. In this paper, we perform a case study about the Korea Institute of Radiological & Medical Sciences (KIRAMS), which achieves not only the successive implementation but also qualitative growth of EA. We identify the critical success factors through in-depth analysis of the background, procedure and structure of KIRAMS°Ø EA. Finally, we find key implications for the success of EA and contribute to the continuous expansion and growth of EA for/in the whole governmental departments and organizations.

정부에서는 국가 정보화의 전 수명 주기상에서 관리되어야 할 정보를 정의하고 정보화 추진방 법과 체계 등을 포함하고 있는 범정부 EA의 구축을 추진하고 있다. 2010년 12월 현재 EA 도입 대 상기관 132개중 76%에 해당하는 100개 기관이 EA를 도입하였고, 정부의 적극적인 노력에 힘입어 많 은 기관이 EA의 구축, 운영 및 고도화를 달성했으나, 일부 기관을 제외하고 EA의 질적 발전에 어려 움을 겪고 있는 것이 현실이다. 본 논문에서는 EA를 도입·운영 중인 공공기관 중에서 질적인 성장 까지를 달성한 기관에 대한 사례 분석을 통해 성공 요인을 식별하였다. 이를 위해 EA 우수 사례중의 하나인 한국원자력의학원을 선정해 동기관의 EA 추진 배경 및 추진 절차와 EA 구조에 대한 심도있 는 분석을 수행하였다. 분석 결과로부터 시사점을 도출함으로써 공공기관 EA의 지속적인 확산과 성 장에 기여하고자 한다.
