With widespread adoption of information technologies and increased spending in IT, measuring IT performance has surfaced as a highly critical issue. Yet few structured standards for evaluating effectiveness of IT investments were available. To fill the gap, the US government recently proposed an array of system architecture including PRM (Performance Reference Model) that evaluates impacts of IT investments on organizational vision, missions, compatibility, and diverse services in a highly structured manner. Although the strategic concept of PRM in aligning IT services to organizational goals is fairly convincing, the effectiveness of PRM measurements may need to be put into question in Korean contexts. Through empirical study, this paper examines PRM per se and proposes a framework reflecting IT environments and helping professionals in Korea.

정보화의 발전과 함께 정보화 투자는 증가하고 있으나, 체계적이고 표준화된 성과평가는 어려운 실정이다. 이를 해결하기 위해 미연방에서는 전사적 아키텍처(EA)를 구성하고 정의한 참조모델(Reference Model) 중 하나인 성과참조모델(PRM: Performance Reference Model)을 제시하였다. PRM을 통해 조직의 다양한 업무와 시스템이 조직의 비전, 목적, 부합 여부를 평가 가능하며, PRM은 조직 내의 정보화 사업의 성과가 조직의 성과 달성에 정렬될 수 있도록 하는데 중요한 역할을 수행하고 있다. 현재 미연방 PRM ver. 2.3에서 제공한 분류체계를 근간으로 사용하고 있으나, 이는 통계적으로 검증되지 않은 체계이며, 또한 국내 실정을 반영하지 않았다는 한계점을 가지고 있다. 이에 본 연구에서는 미연방 PRM ver. 2.3을 기반으로 하여 실증 분석을 통해 통계적으로 유의하며, 국내 실정을 반영한 PRM 분류체계를 제시하였다.
