VMM has been proposed as a proper method for reviewing and deciding IT investment, since US adopted VMM as a official method for reviewing IT investment. Korea has committed several major IT programs for two decades, and been known to be a strong country in informatization. Nonetheless, many IT projects still suffer from cost overrun, delayed schedule, and targeting improper objectives. Most of these problems are considered lack of a proper feasibility review on IT investment at the initial stage of life cycle. This paper addresses the problem of IT investment methodology currently employed in public section of Korea. We argue that current methodology used in Korean government is subject to several prolbems. Notably, it doesn`t include all value factors in calculating benefits. In other words, it focuses too much on financial aspects, neglecting other government missions, such as citizen service satisfaction. Another problem is not to take into account risk factor. With these problems kept into account, we reviewed the feasibility reviewing methodology of Korean government in detail, and other various methods used in diverse areas. Finally, we analyze VIIM in the context of IT project life cycle, and propose some directions and suggestions that we need to consider in applying VMM in the public sector of Korea.

VMM은 가치중심의 정보화사업 투자의 타당성 검토 방법으로 경제적요소 뿐만이 아니라 비경제적인 요소와 위험요소까지 고려한 매우 합리적인 방법이다. 우리나라에서 현재 적용되고 있는 방법론들은 가치를 측정하고 위험을 명시적으로 포함하는 노력이 부족하며, 이해 관계자의 선호도를 포함하고자 하는 노력 역시 미흡하다. VMM의 경우 가치구조를 대국민 관점, 정부 운영관점. 전략적 관점 등으로 구분한다. 그러나 이러한 구분이 정보화사업 선정 시 고려해야 하는 사업의 중복성과 기관목적과의 연계성(alignment)를 검토하는 데에는 부족한 점이 있다. 따라서 이러한 모든 측면을 고려하고 있는 PRM의 체계를 준용하는 것이 바람직하다. PRM 체계에서 가치구조는 업무기능, 고객, 프로세스, 정보기술, 인적자원, 기타 자산으로 구분된다. 이러한 가치구조에 따른 가치측정방법은 목적과의 연계성을 보장할 뿐 만이 아니라 사업의 중복성까지 검토할 수 있는 방법이다. 따라서 본 논문은 국내 정보화사업의 타당성검토 방법을 검토하고, 기존의 다양한 타당성검토 방법론을 재조명하여, 국내에서 적용가능한 가치중심의 정보화사업 타당성검토 방법론의 방향을 제시하고자 한다.
