The FEA (Federal Enterprise Architecture) is a tool that enables the Federal Government to identify opportunities to leverage technology and alleviate redundancy, or to highlight where agency overlap limits the value of IT investments. In 2003, FEAPMO (Federal Enterprise Architecture Program Management Office) released 4 Reference Models to use common criteria for EA (Enterprise Architecture)of agencies. In this research, we analyze FEA Reference Models structure and compare Federal Government activities related to Reference Model with companies' business improvement and IT governance activities to apply FEA Reference Model for non-Government organization.

미 연방정부에서 개발하여 사용 중인 참조모델의 구조와 활용을 살펴본다. 또한 참조모델과 관련 된 미 정부의 활동이 기존의 민간 부문에서 경영개선이나 IT Governance를 위해 시행하고 있는 활 동들과 어떠한 차이점이 있는지, 기업의 EA(Enterprise Architecture) 개발에 있어 미 정부의 EA 참 조모델이 시사하는 점을 제시한다. 미 정부문서/법안을 조사한 결과 미 연방정부 EA 참조모델이 추구하는 것은 관리를 위한 공통의 척도와 생산성의 증대라는 것을 알 수 있었고, 이러한 활동은 기존 민간부문의 노력과 유사하다는 것을 알 수 있었다. 또한 미 정부 EA 참조모델이 보여주는 3~4단계(Level)의 계층구조는 유연한 정 보기술 구조를 추구하는 민간기업의 EA 구축 시 EA 참조모델의 상세화 수준을 결정하는 기준으로 활용할 수 있을 것으로 판단된다.
