The objective of this paper is to investigate current status of informatization competence for regional Korea government. Survey samples were designed and they were distributed to regional government people. The survey items include the degree of understanding of informatization as well as the degree of satisfaction. The results show that sampled regional e-government employee are well recognizing the importance of the informatization activity and they are also satisfied with the current service of information systems. But it still requires to increase informatization competence. In particular, the people in regional government are lack of knowledge in both understanding strategic directions and management effectiveness resulting from information technology architecture implementation. As a result, it may create regional discrimination issues and work as barriers for Korea e-Government success. Therefore, strong education and training program should be made in order to increase the information technology competence for regional government. In this regard, ITA consulting may be required to deploy ITA for regional governments. For future research, research constructs related to service oriented architecture should be made so that regional government can be positioned better to serve citizens.

본 논문에서는 국민의 정부에서부터 추진되어왔던 정부 정보화에 대한 파급효과가 자치단체까지 미 치는 결과를 분석하기 위해 자치단체를 대상으로 정보화의식 구조에 대한 다양한 측면의 조사연구를 실시하였다. 연구결과 전략적 측면과 관리적 측면에서 자치단체 정보화의 취약성이 파악되었으며, 이 에 대한 시사점으로 ITA에 대한 이해수준을 증진시킴과 함께, 정보화 마인드 제고활동이 집중적으로 수행되어야 함을 발견할 수 있었다. 따라서 참여정부의 전자정부 31대과제 중에 ITA도입부문이 성 공적으로 정착되기 위해서는 중앙부처는 물론 전국 256개의 자치단체 정보화 역량강화가 시급한 것 으로 조사되었다. 특히 ITA에 대한 전략적 이해를 높이기 위해서는 ITA전략컨설팅 수행을 위한 인 력확보와 함께 정기적인 성과평가와 같은 과제수행이 필요하다 하겠다. 동시에 ITA전략컨설팅 인력 을 확보하고 단계적으로 전 자치단체 ITA전략컨설팅의 의무화를 제도화하기위한 노력도 병행되어야 할 것이며, 자치단체의 수준이 개인별, 조직별, 지역별 천차만별이라는 점을 감안하여 자치단체 ITA 도입을 위한 후속 연구가 조속한 시일 내에 수행되어야 할 것이다. 향후 연구 과제로는 아직 구체화 되지 않은 문제현상에 대한 학문적인 인식연구와 다양한 성격의 자치단체에 대한 비교연구가 이루어 질 것을 기대하며 이러한 지역별, 규모별 정보화 의식구조에 대한 연구에 따라 국가의 균형있는 정 보화에 대한 대안이 도출되기를 바란다.
