The more information technologies corporate firms and government organizations have used since 1990s, the more money they have invested in implementing and maintaining information systems. Despite a large amount of investment, many organizations now suffer from lack of integration and duplicates information processing. And this leads their ROI(Return On Investment) not to reach the expected level To deal with these problems, two approaches, enterprise architecture and IT governance, have been developed. As a series of standards and guides for business and IT, enterprise architecture can be seen as a decision making tool for planning and developing, maintaining information systems. Meanwhile, IT governance is a decision controlling framework which provides appropriate procedures for an IT project proposal and justification, approval through performance measurement. This paper explores enterprise architecture and IT governance on the basis of practices in the United States and proposes a methodology for building an enterprise architecture and IT governance.

1990년대부터 기업과 공공조직 내에서 IT 기술에 대한 영향력은 확장, 증가하면서 조직의 IT에 대한 투 자도 자연히 증가하게 되었다. 그러나 이러한 IT에 대한 투자는 통합성의 결여, 중복 자료 처리 등으로 조직 내에서 투자 대비 활용이 기대에 미치지 못하였다. 이러한 문제에 대응하기 위하여 두 가지 접근방 법이 제시되고 있다. 첫째, 정보 시스템의 대규모화에 따른 통합성의 문제를 해결하기 위하여 전사적 아 키텍처의 정의와 개발이 중요시 되고 있다. 전사적 아키텍처는 정보시스템에 대해 업무와 IT의 표준 및 지침을 제시하고 있고, IT 계획, 개발 및 관리 측면에서 의사결정의 수단으로 사용되고 있다. 또한 둘째, IT 투자에 대한 제어 및 관리가 요구되고 있어, 전략계획과 정보 시스템 개발 및 관리 절차에서 성과 측 정을 통해 제어하는 IT 통제가 제시되고 있다. 미국 정부 사례를 기초로 전사적 아키텍처와 IT 통제에 대 해 분석을 수행하고, 전사적 아키텍처와 IT 통제 수립에 대한 접근방안을 제시한다.
