This study analyzes the effect of inter-local government transfer and private sector transfer on net operating costs. To this end, a panel analysis is carried out using the statement of operations of all local governments. The analysis demonstrated that increasing the transfer of the inter-local government and the private sector decreased net operating costs. In short, private subsidies increase, and net operating costs decline. From an expenditure efficiency perspective, this study suggests that private sector transfers should be drastically reduced. Because private sector transfers are discretionary spending, it would be possible to reduce them if local governments have political will. Reducing private sector subsidies, especially those with large expenditures for cuts, will have a positive effect on net operating costs and will be a milestone for sustainable fiscal operations.

본 연구는 지방자치단체의 정부 간 및 민간 등 이전비용이 재정운영결과(재정건전성)에 미치는 영향 을 분석했다. 이를 위해 전 지방자치단체(전체, 특‧광역시･도, 시, 군, 자치구로 구분)의 재무제표상 재 정운영표를 활용하여 패널분석을 수행했다. 분석결과, 정부 간 이전비용과 민간 등 이전비용이 증가할 수록 재정운영결과에 부정적 영향(또는 낭비된다)을 미치는 것으로 나타났다. 한마디로 민간보조금 등 이전비용이 증가할수록 재정운영결과는 나빠진다. 따라서 본 연구는 재정지출효율화 관점에서 민간 등 이전비용을 대폭 삭감할 것을 제안한다. 이전비용은 재량지출이기 때문에 지방자치단체가 정치적 의지 를 가진다면 삭감은 가능할 것이다. 특히 삭감의 여지가 큰 재정지출인, 민간보조금 등을 줄이는 것은 재정운영결과에 긍정적 영향을 미칠 뿐만 아니라 지속가능한 지방자치단체 운영을 위한 초석이 될 것이다.
