With blast of Big Data, data, which was nothing but part of information system in the past, are being at the center of heated debates. However, view toward data or the way to treat them is not getting rid of former structured statistical approach. Data mining, which is normally used as a way to handle data currently, may be the process to structurizing data. But limitation exists in the case when given data are sporadic or are able to grasp strategic sense only through abstract logical procedure. At efficiency of research and development investment and equity of distribution, this paper discuss the necessity of new data science approach, by processing and abstracting data to fit the objectives, focusing on project data.

빅데이터 광풍과 함께 과거 정보시스템의 일부에 지나지 않았던 데이터가 논의의 중심으로 부 상하고 있다. 하지만 데이터를 바라보는 관점이나 이를 다루는 방법은 과거의 구조화된 통계적 접근 에서 벗어나지 못하고 있다. 현재 빅데이터를 처리하는 방법으로 주로 사용되는 데이터마이닝은 데이 터를 구조화하는 과정이라 볼 수 있다. 하지만 주어진 데이터가 산발적이고 추상적인 논리적 과정을 거쳐야 전략적 의미를 파악할 수 있는 경우에는 한계가 있다. 본 논문에서는 연구개발투자의 효율성 과 배분의 형평성이라는 차원에서 과제데이터를 중심으로 목적에 부합하도록 데이터를 가공하고 추상 화하는 과정을 통해 새로운 데이터과학적 접근의 필요성을 논하고자 한다.
