The continuous evolution and development of tactical networks is required according to increasing warfighter's demands for achieving information superiority. Thus, capability-based assessments for tactical network is a core procedure for the construction of future military forces. However, previous study have been conducted to evaluate limited factors by using performance metrics to evaluate the tactical network capability. Also researches on the use and analysis of the mission effectiveness was insufficient. In this paper, we propose capability-based assessment model by using measure of performance and effectiveness for C2&SA circulation in tactical networks based on modeling and simulation. The result identified by the above-described performance evaluation of the tactical network to identify the required capability of the future will be the basis for generating a new development of military forces.

전투원의 정보유통 요구가 증가함에 따라 전술 네트워크의 진화와 발전은 정보우위 달성을 위 해 끊임없이 요구된다. 그러므로 전술 네트워크를 위한 능력기반평가는 미래 군 전력 건설을 위해 필 수적인 절차이다. 그러나 이전 연구는 전술 네트워크의 능력을 평가할 때 성능 측정 요소만 이용하여 제한적인 요소만 평가가 수행되어 왔고 작전 수행의 효과성에 관련된 분석과 사용에 대한 연구가 부 족하였다. 본 논문에서 모델링과 시뮬레이션 기반의 C2&SA를 위한 전술 네트워크의 성능과 효과성 을 측정하기 위해 능력기반평가 모델을 제안한다. 전술 네트워크의 관련 결과들은 미래의 요구되는 능 력을 식별하고 새로운 군 전력 개발을 창출하기 위한 기초 자료로 활용될 것이다.
