Digital government applying new digital technology to OECD-defined electronic government and the 4th Industrial Revolution stemming from neo-technology convergence discussed at the Davos Forum call for the digital-innovation-driven, transparent and open service to the public and private sectors, to the civil societies. Digital innovation for both the 4th Industrial Revolution and digital government requires a systematic approach, based on the governance framework. It is important that every digitalinnovation- oriented organization must be managed to achieve its vision and goals. Advanced countries and Korea have already operated EA as a governance framework for information resource management. We analyzed the framework of advanced EA and studied its components that serve as an information resource management tool to support digital innovation. From four analysis perspectives, this research defines the requirements and presents the components of the EA framework for information resource management. In addition, we establish the information resource management framework to cover vision, objectives, reference models, architectures, and information resource management directions.

OECD에서 정의한 전자정부에 디지털 신기술을 접목한 디지털정부와 다보스포럼에서 논의된 신기술 융합에 의한 4차 산업혁명은 디지털 혁신을 통해 공공, 민간, 시민사회에 투명하고 개방된 서 비스를 요구한다. 4차 산업혁명과 디지털정부로의 디지털 혁신을 위해서는 거버넌스 프레임워크에 따 라 체계적인 접근이 필요하다. 디지털 혁신을 추진하는 모든 조직은 비전과 목표를 달성하도록 관리 해야하는 노력이 중요하다. 이미 선진국가와 우리나라는 정보자원 관리를 위해서 EA를 거버넌스 프 레임워크로 운영하고 있다. 선진 EA 프레임워크를 분석하고, 디지털 혁신을 지원하는 정보자원관리 도구로 활용하기 위한 구성요소를 연구하였다. 정보자원관리를 위한 EA 프레임워크가 가져야하는 요 건을 정의하고 구성요소를 제시하기 위해서 4가지 분석관점에서 연구를 진행하고, 정보자원관리 프레 임워크를 구성하여 비전•목표, 참조모형, 아키텍처, 정보자원관리 방향성을 제시하였다.
