Developed countries such as the United States and the United Kingdom are continuing to pursue open data and big data policies. They are being carried out at the ministries. They use public data for policy decision making in various fields. In addition, it is creating synergies in databased policy decision-making through collaborations between public and government agencies and public-private partnerships. Nonetheless, Korea is still sluggish to open and utilize data. As a result, the quantitative and quality of public data are inferior to that of developed countries. In this paper, based on the current situation in Korea and abroad, we propose policies for policy making using public data.

미국과 영국 등 선진국은 오픈데이터 및 빅데이터 정책에 대해 지속적 방향성을 가지고 범정부 차원에서 진행되고 있다. 또한 다양한 분야에서 공공 데이터를 정책적 의사 결정에 활용하고 있으며 더 나아가 부처 혹은 공공기관 간 협업 및 민관 협업을 통해 데이터 기반 정책적 의사결정에 시너지 를 내고 있다. 그럼에도 불구하고 우리나라는 여전히 데이터 개방 및 활용에 부진하다. 그 결과, 공공 데이터의 양적·질적 측면에서 선진국에 비해 떨어진다. 이에 본 논문에서는 국내외 현황을 바탕으로 공공 데이터 기반 정책 수립에 대한 정책적 제안을 한다.
