The United Nations recognizes that the MDGs, which focus on absolute poverty reduction and hunger eradication, have limits on world peace and prosperity And the United Nations(UN) in 2015 set up Sustainable Development Goals(SDGs). In Korea, local government-level ODA is emerging, and many countries are actively interested in ODA. The Jeju Special Self-governing Province has also promoted ODA projects since the declaration of international development cooperation in 2012. However, the vision, strategy, and direction of ODA are still unclear and related budgets are not reaching the appropriate level yet. In particular, since Jeju was designated as an island of world peace in 2005, The international community has shown its limitations in the work for peace. This article aims to explore the direction of Jeju ODA, which focuses on 'peace' in the context of the Jeju Peace Practice project of world peace, as 'peace' is set as a new goal of SDGs. for this, This article will review the international community's ODA debate on SDGs focusing on the keyword of peace. We will also discuss why peace is included in the SDGs and what it means. Based on these discussions, I will suggest the direction of Jeju Peace ODA in the future.

UN은 절대빈곤 감소 및 기아 퇴치에 초점을 맞춘 MDGs만으로는 세계의 평화와 번영에 한계가 있다는 점을 인식하고, 2015년 UN이 중심이 되어 지속가능개발목표(Sustainable Development Goals: SDGs)를 설정했다. 국내에서도 지방정부 차원의 ODA가 부상하면서 여러 지방에서 ODA에 대한 적극적 인 관심을 보이고 있다. 제주특별자치도 역시 2012년 ‘국제개발협력 원선’ 선언 이후 ODA 사업을 추진해 왔다. 그러나 아직은 ODA의 비전과 전략, 방향성 등이 모호하고 관련 예산도 적정한 수준에 이르지 못하고 있다. 특히 제주는 2005년 세계평화의 섬으로 지정된 이후 관련 사업들을 추진해 왔으나 국제사회의 평화 를 위한 사업에는 한계를 보여 왔다. 이 글은 SDGs의 새로운 목표로서 ‘평화’가 설정됨에 따라 세계평화의 섬 제주의 평화실천 사업 차원에서 ‘평화’에 초점을 맞춘 제주 ODA의 방향성을 모색하고자 하는 것이 목적 이다. 이를 위해 이 글은 최근 국제사회의 ODA 관련 논의를 평화라는 키워드에 초점을 맞춰 SDGs에 대해 검토할 것이다. 그리고 왜 평화가 SDGs에 포함되었는지, 그 의미는 무엇인지에 대해 논의할 것이다. 이러 한 논의에 기초하여 향후 제주의 평화 ODA의 추진 방향을 제안할 것이다.
