This article examines Hwang Du Yeon’s local activities, right-wing activities and his election as a constituent assembly legislator in the general election May 10, 1948, as part of contemporary history of Suncheon area. Hwang worked in Suncheon area during Japanese colonial rule. He was not from Suncheon but worked in Sunchen area during his youth and middle-. He worked as head of general affairs in the Anryeoksan Hospital (Alexander Hospital) and an elder of the Suncheon Central Church. He was so devout that he movement against visiting Shinto Shrine at the end of Japanese colonial rule. He opposed trusteeship in the right-wing camp after Korean liberation and acted as a head of Suncheon branch in the National Association for Rapid Korean Independence. He ran in the May 10 general election, defeating Kim Yang Soo who was a leading figure of the Korean Democratic party. His election meant that local residents of Suncheon did not give much support to the Korea Democratic Party like other regions. Hwang Du Yeon suffered from the rebel collaborator frame-up during the Yosun Incident. He was evaluated as the younger group on the basis of his suffering, but he was the last person to get classified as such. He belonged to the faction which was against the withdrawal of the foreign army also passive to pro-Jap purge in the government or legislature of the Law on National Traitors’ Punishment. Generally, Hwang Du Yeon followed Syngman Rhee’s political line faithfully. He joined establishment of the Great Korean National Party from early October, 1948. He supported the Syngman Rhee government, so he opposed the merger of the Great Korean National Party with the Korea Democratic Party and remained in the Great Korean National Party. This attitude came from his religious faith. He wanted to make the Republic of Korea into ‘The nation of faith’ and understood Koreans must assemble around the Christian president, Syngman Rhee.

이 논문은 전라남도 순천지역 현대사 인물 발굴의 일환으로, 일제시기 순천지역을 기반으로 활동했던 황두연의 지역활동과 해방 후 우익활동, 그리고 1948년 5·10선거에 서 제헌의원으로 당선되는 과정과 의정활동 등을 살펴보았다. 그는 순천 태생은 아니었지만, 청장년기에 순천지역을 기반으로 활동했다. 안력산병 원 서무과장으로, 그리고 순천중앙교회 장로로 활동했으며, 일제 말기 신사참배 반대로 4년 동안이나 옥고를 감내할 정도로 신앙심이 두터운 인물이었다. 해방 후 우익진영의 반탁운동을 전개했으며, 대한독립촉성국민회 순천지부장으로도 활약했다. 5·10선거에 입후보하여 한민당 중진급 인물인 김양수를 물리치고 당선되었다. 이러 한 결과를 가져온 데에는 다른 지역과 마찬가지로 순천지역에서도 한민당에 대한 지역민 의 정서가 좋지 않았다는 것을 반증한다. 또한 순천지역은 기독교 세력이 강한 편이어서 기독교인의 지지도 일정 정도 기여한 것으로 보인다. 그는 여순사건에서 ‘반군 협력자’로 누명을 쓰고 고초를 겪었다. 이런 사실에 기초하 여 황두연을 소장파에 속한 인물로 평가하고 있지만 소장파로 분류될 수 있는 인물이 아니었다. 그는 외군철퇴를 반대하는 세력에 속했으며, 정부 내 친일파 숙청이나 반민족 행위처벌법 제정 등에서도 소극적이었다. 그는 대체로 이승만의 정치노선을 충실히 따른 인물이었다고 할 수 있다. 1948년 10월 초부터 대한국민당 창립에 가담하였으며, 1949년 2월에 대한국민당과 한민당과 의 합당을 반대하고 대한국민당에 잔류할 정도로 이승만 정부를 지지했다. 이러한 그의 태도는 종교적인 신앙심에서 나온 것으로 볼 수 있다. 그는 대한민국을 ‘신앙의 국가’로 만들고자 했으며, ‘신앙의 국가’를 만들기 위해서는 기독교인인 이 대통령을 중심으로 결집할 필요가 있다고 인식했다.
