As the rapid growth of the domestic online game market exceeding 10 trillion Won, we have witnessed that social concerns of the online game industry in policies and regulation areas are increasing. It should be noticed that the game industry regulations have mainly focused on web board games that explain a great deal of financial returns for game developers. Opponents of exceed regulations indicate that an enforcement ordinance activated since February 2014 by Ministry of Culture, Sports and Tourism will make the game industry shrank much more. However, quantitative approaches have been limited to understanding the post effectiveness of regulations. The lack of prior simulation efforts to game industry regulations yields to misunderstanding on optimal level for ruling out side effects. In this study, we suggest the approach of agent-based model (ABM, in short) as a novel perspective for evaluating game industry regulations. In this study, we review cases applying ABM in various domains with considering the possibility of using ABS in understanding the effectiveness of web board game regulations. As a result, it was expected that the ABM approach would be useful in areas such as analysis of regulatory effects that reflect a variety of characteristics and measurement of micro-regulatory effects and simulation of regulations. When considering the usefulness of ABM comprehensively, our study also proposes new directions including establishing a proactive measurement procedure of regulatory effectiveness and procedural a data-based quantitative analysis.
