The objective of this paper is to identify problems that could arise from the implementation of the housing after-sales system and suggest ways to improve them. First, it is necessary to look for ways to use the nation's line-up system in countries where housing pre-sales systems of Korea can be applied. Second, financial support policies that can expand the capacity of housing suppliers should be central to alleviate the problem of declining housing supply and rising sales prices. In particular, measures to provide active support to small housing suppliers are needed. Third, it needs institutional devices that the government can collect extra profit, not consumers or housing suppliers. And in essence, it needs to be recognized that either is a system that can be chosen according to the circumstances and changes in the housing market, not an absolute advantage. Therefore, policies are needed to support changes in nature rather than forcing them to do so.

본 연구는 주택후분양제가 본격적으로 시행됨에 따라 발생할 수 있는 문제점들을 도출 하고 이에 대한 개선방안을 제시하는데 주요한 목적이 있다. 분석결과 주요 문제점들에 대 한 개선방안은 다음과 같다. 첫째, 한국의 선분양 시스템이 적용될 수 있는 국가들에 활용하는 방안을 모색할 필요가 있다. 둘째, 후분양에 따라 주택 공급량 감소와 분양가격 상승 문제를 해소하기 위해서는 주택공급업체의 자금조달 능력을 확대할 수 있는 금융지원정책이 중심이 되어야 한다. 특 히 중소업체에 대한 적극적인 지원방안이 요구된다. 셋째, 후분양제에서 발생하는 시세차 익을 소비자나 주택공급업체가 향유하는 것이 아니라 국가가 회수하도록 하고 이를 위한 제도적 장치들이 필요하다. 그리고 본질적으로 선분양과 후분양제도는 어느 하나가 절대적인 우위가 있는 제도가 아니라 주택시장의 상황과 변화에 따라 선택할 수 있는 제도라는 인식이 필요하다. 따라 서 후분양제로의 강제적 이행보다는 자연스럽게 변화할 수 있도록 지원해주는 정책이 요구된다.
