The purpose of this study is to analyze what priority educational needs is required for strengthening competency of disaster relief officials in local government and to provide basic data for the development of education and training programs reflecting the needs of the local government. In this study, 32 questionnaires of 6 categories of disaster relief work were developed and analyzed for the present level of educational needs of disaster relief officials (total of 117 people). The collected data were compared with Borch's requirement and the locus for focus model after t-test to derive the highest priority item. In conclusion, ‘simulation exercises of relief materials integrated information system’, ‘regular drills by disaster type’, ‘disaster relief public-private joint training’, ‘disaster response exercises’, ‘disaster relief materials integrated information system operation’, ‘temporary housing facility medical service support’, ‘infection prevention and health care services’ 7 items were derived. These items are the core roles of disaster relief officials in local government, and it is considered necessary to develop them first in the development of the education and training program. Through this study, we will discuss the implications of designing curriculum based on National Competency Standards and introducing new qualifications system.

이 연구의 목적은 지방자치단체에 소속된 재해구호 담당 공무원의 재난대응 역량을 향상시 키기 위한 교육 요구분석으로 관련 법령과 지침에 따라 재해구호담당 공무원의 역할과 임무 를 파악하여 어떤 교육이 우선적으로 필요한지 분석하고 나아가 이를 토대로 재해구호 전문 인력 양성 기관의 교육과정 콘텐츠 개발에 필요한 기초자료를 제공하는데 있다. 이를 위해 본 연구에서는 지방자치단체 재해구호담당 공무원의 역할을 6개 범주로 크게 구분하고 이에 따 른 32개 세부 임무를 목록으로 구성하여 필요 수준과 현재 수준에 대한 설문조사를 실시하고 총 117명의 자료를 분석하였다. 수집된 자료는 t-검정 후 Borich 요구도 분석과 The Locus for Focus 모형을 비교하여 우선순위 영역을 도출하였다. 그 결과로 구호물자 통합정 보시스템 모의훈련, 재난 유형별 상시훈련, 재해구호 민관 합동 교육, 재난대응 안전한국훈련, 재해구호물자 통합정보시스템 가동, 임시주거시설 의료서비스 지원, 감염병 예방 및 방역 활 동의 7개 항목이 도출되었다. 본 연구는 재해구호 담당 공무원을 대상으로 하는 교육요구 분 석이 미비한 현실에서 재난 발생 시 1차 대응 책임기관으로서 지방자치단체 재해구호 담당자 에 대한 역량과 전문성 강화에 필요한 교육요구가 무엇인지를 최초로 분석하고 시사점을 도 출하였다는데 그 의의가 있다.
