The purpose of this study is to examine the effects of work autonomy, public service motivation and organizational citizenship behavior on organizational performance and personal performance of local governments. And the moderating effect of leadership. As a result of the analysis, it was analyzed that the organizational and individual performance were significantly influenced by work autonomy, public service motivation, and organizational citizenship behavior. Regarding the moderating effect of leadership, it is analyzed that there is a moderating effect in relation to organizational performance. In particular, it has a moderating effect on public service motivation and organizational citizen behavior. However, in the case of organizational citizenship behavior, it appears that there is a negative (-) adjustment effect. On the other hand, there was no moderating effect of leadership on personal performance. Therefore, this study emphasizes the importance of overall leadership as well as work autonomy, public service motivation, and organizational citizenship behavior in order to improve organizational and personal performance.

본 연구는 지방자치단체의 조직성과 및 개인성과에 미치는 영향에 대해 업무 자율성, 공공봉 사동기 및 조직시민행동이 영향을 미치는지에 대해 실증적으로 분석하였으며, 이외에 리더십의 조절효과에 대해서도 실증분석을 시행하였다. 분석결과를 살펴보면 조직 및 개인성과에 미치는 영향에 관해 설정한 업무자율성, 공공봉사동기, 조직시민행동 모두 조직 및 개인성과에 유의미한 영향을 미치고 있는 것으로 분석되었다. 리더십의 조절효과와 관련해서는 조직성과와 관련해서는 조절효과가 있는 것으로 분석되었으며, 특히 공공봉사동기와 조직시민행동에 있어서 조절효과가 있는 것으로 나타났다. 다만 조직시민행동에 있어서는 음(-)의 조절효과가 있는 것으로 나타났다. 반면 개인성과와 관련해서는 리더십의 조절효과가 없는 것으로 나타났다. 따라서 본 연구는 기존 의 연구들에서 조직 및 개인성과 향상을 위하여 업무자율성, 공공봉사동기, 조직시민행동과 함께 총체적 리더십의 중요성을 강조한다.
