This paper suggested the principle of policy precursor as a policy thought by critically reviewing the comparative characteristics by elitism, leadership, first-mover theory, enlightenment, and political theology. As a working definition, the policy precursor thought is the advocating and starting off the policy goodness in the policy-making process, thus it can be characterized by comparing the leading theories. This precursor thought is rooted philosophically into the companion thinking, sharing pleasure with the people(Yeomin-dongnak), mutual respects for others’ needs and value (Yungun-chebee) for the completion of common and public good as a metaphor of the goodness as water in Confucian philosophy. In addition, the precursor policy thought is ontological the advocating and practicing principle of the policy goodness, thus the leader-follower diadic relation, strict scientism, first mover approach, god’s ultimate authority and/or goodness. As for the application this policy thought into policy reality, practical opportunities and experience in the field of policy thought are undertaken in both theory and practice contexts.

정책의 선(善)을 주창하고 선창하며 실천하고자 하는 선도(善導)를 전제로 하는 선도주의의 개념 정의 에 따라서 본고는 국가주의의 정당성을 설명할 수 있는 정책사상으로 선도주의의 특성을 논의해 보았 다. 선은 물의 기능이나 역할과 같다는 비유를 수용하면서 선도주의는 공동체사회의 공공선이나 공동선 을 다함께 발견하고 실천하고자 하는 동행사상과, 천하의 일을 먼저 근심하고 걱정하면서 백성과 함께 하는 사상(與民同樂), 타인의 욕구와 가치를 존중하는 사상(能近取譬) 등을 기초로 하고 있다. 나아가 선 도주의는 정책개입으로 인한 투쟁과 갈등이 아닌 존재론적으로 정책의 선을 선도하고 실천하고자 하는 사상이라고 할 수 있다. 때문에 지도자와 추종자의 이원적인 영향력 관계를 강조하는 전통적인 리더십 이나 엘리트이론 등과 차이가 있다. 또한 과학주의에 집착하는 계몽주의나, 시장경제질서에서의 선발자 를 선구자로 이해하는 선발자우위론, 신의 절대적인 선이나 권위를 전제로 하는 정치신학 등과도 차이 가 있다. 선도주의는 정책의 선을 기초이론으로 하는 국가주의 정책사상이지만 아직까지 그의 연구는 초보적 수준에 불과하다. 국가주의를 중심으로 하는 정책사상에 관한 연구가 발달되면 선도주의도 보다 더 정밀하고 보편적인 정책사상으로 발달될 것이다.
