In recent years, there has been considerable conflict in the implementation of the two free welfare policies of free meal and free care in Korea. These two policies appeared at almost the same time with a slight period of time, and the policy background was also set in a similar way. The purpose of this study is to investigate the causes of the obstacles in the implementation of the policy of refusing to organize the budget. In particular, the analysis of free meals in Gyeongsangnam-do and denial of Nuri-process budget in Jeollabuk-do are done by four elements of policy clarity and availability, structure and atmosphere of policy execution organization, support of decision maker, support of policy stake holders and media. As a result, the clarity of policy and the securing of material resources were not concrete in both free meal and free care policies. The policy implementation organization was considerably complicated and the positive atmosphere of policy was not formed within the implementation organization.

최근 우리나라는 무상급식, 무상보육이라는 두 가지 무상복지정책을 집행함에 있어서 상당한 갈 등상황이 발생하였다. 이 두 가지 정책이 약간의 시기상으로는 간격이 있지만 거의 비슷한 시기에 등장하였고, 정책의제로 설정되어진 배경 또한 유사한 가운데 정책집행과정에서 예산편성거부라는 것이 공통적으로 나타난 현상이었다. 이러한 두 무상복지정책을 대상으로 예산편성거부라는 정책집 행 상에 장애가 나타난 원인을 정책집행이론 중에서 정책의 성공적 집행을 위한 요인들을 통해서 살펴보았다. 특히 경상남도의 무상급식, 전라북도의 누리과정 예산편성 거부 사태를 정책의 명확성 및 자원확보 여부, 정책집행조직의 구조 및 분위기, 정책이해관계자 및 언론의 지지, 정책결정자의 지원 4가지의 요소로 분석하고자 하였다. 분석한 결과, 무상급식과 무상보육정책 모두 정책의 명확 성 및 물적자원 확보가 구체적이지 않았으며 정책집행조직은 상당히 복잡하였고, 집행조직 내에서 정책에 대한 긍정적 분위기가 형성되지 않았던 것으로 나타났다.
