It is necessary to establish a philosophical concept of how to build self-directed regional R & D innovation system. First of all, the paradigm shift of policy should be sought so that the region can find various ways of evolution. The central government should transfer its authority to the local government to the regional R & D programs and the central government should consider shifting its role as an auxiliary. In addition, it should reduce the central government’s control and encourage the leadership of the local government so that the local innovation entities can exercise their autonomy. Based on this, it is necessary to establish a regional innovation system so that the knowledge of the public sector in the region can be extended not only to local enterprises but also to the local civil society. Secondly, we should allow local governments to be competitive by experiencing succession and failure when they are challenged with autonomy. Based on short-term achievements, we will not be adjusting our R&D programs every year. Instead, Long-term support should be provided for local governments to take mid- and long-term challenges, and the central government should support the development of local governments through consulting to enable accumulation of knowledge in the region.

제4차 산업혁명이라는 경제사회적 환경 변화와 지방분권화라는 정치 환경 변화 속에서 자기주도형 지역 R&D 혁신체제를 어떻게 구축해야 할 것인가 개념을 수 립할 필요가 있다. 우선 지역이 스스로 다양한 진화(발전) 경로를 모색할 수 있도 록 정책의 패러다임 전환을 모색해야 한다. 중앙정부는 지방정부로 지역 R&D사 업에 대한 권한을 이양하고 중앙정부는 조력자로 역할을 전환하는 것을 고려해야 한다. 또한, 지역혁신주체들이 자율성을 발휘할 수 있도록 중앙정부의 통제를 줄 이고, 지방정부의 리더십이 발휘될 수 있도록 유도해야 한다. 이를 바탕으로 지역 내 공공 부문 지식이 지역기업뿐만 아니라 지역 시민사회로 확대될 수 있도록 지 역혁신체제를 구축하고 지역 내 개성 있는 혁신클러스터를 조성하며, 수준별 지 역 정책을 마련해야 한다. 다음으로 자율성을 바탕으로 지방정부가 새로운 도전 을 할 때, 성공과 실패를 거듭하면서 경쟁력을 갖출 수 있도록 허용해야 한다. 지 금처럼 단기적인 성과를 바탕으로 매년 사업을 조정하는 것이 아니라, 긴 호흡을 가지고 지방정부가 중장기 도전을 할 수 있도록 지원하고 중앙정부는 컨설팅을 통해 지방정부의 발전을 지원함으로써 지역 내 지식 축적을 가능하게 해야 한다.
