The purpose of this study is to suggest the domestic implications for the planning and operation of temporary shelter for disaster victims through a case study in Nerima-gu, Tokyo, Japan. Major results are as follows; First, Nerima-gu emphasized the role of the government and local residents in minimizing disaster damage and ensuring sustainable operation of the evacuation site. Second, Nerima-gu have developed disaster prevention guides to respond to disasters, and evacuate quickly. It is necessary to develop relevant guidelines for autonomous safety of residents according to this case study. Third, based on experiences and problems in past disasters, it is necessary to establish management and planning guidelines for residential spaces, sanitary spaces, medical spaces, and spaces for disadvantaged persons such as the elderly and disabled in temporary shelter.

본 연구의 목적은 일본 도쿄도 네리마구 대피거점 시설에 대한 사례연구를 통하여 국내 이재민 임시주거시 설의 운영과 계획적 측면에 대한 시사점을 파악하는 것으로 주요 연구결과는 다음과 같다, 첫째, 네리마구 는 재해피해를 최소화하고 대피거점의 지속가능한 운영을 위해 정부와 지역주민의 이원화된 역할을 강조 한 것으로 나타났다. 둘째, 네리마구에서는 지역주민들이 스스로 재해에 대응하고 주민 홍보, 신속한 대피 를 위한 방재가이드를 개발한 것을 파악하였다. 셋째, 과거 재해에서 겪었던 경험과 문제점을 바탕으로 학교를 이재민 임시주거시설로 사용할 경우에 주거공간, 위생공간, 의료공간 및 고령자 및 장애인 등 재해약자를 위한 공간에 대한 관리 및 계획지침을 수립한 것을 알 수 있었다. 이러한 결과를 통해 중앙정 부, 지방자치단체, 지역주민의 명확한 역할 분담 및 협력체계 구축을 위한 지침개발의 필요성과 주민 자율안전 및 다양한 사용자 요구를 반영한 공간계획의 필요성에 대한 국내 시사점을 도출하였다.
