This study explores the effect of regional strategic industry policy on entry, exit and the survival of firms in industrial complexes. Using a panel data set of 15,842 individual firms nested within l,184 industrial complexes in Korea, we propose a novel empirical model for analyzing entry, exit, and the survival of firms over time. Our findings, based on logistic analysis and discrete-time survival analysis, indicate that the level of specialization of regional strategic industries in industrial complexes is a significant predictor of spatial variations in both entry and exit decisions of firms. Understanding this mechanism whereby industrial specialization unleashes its causal effect on regional growth provides an important implication for regional policies in Korea.

1990년대 후반부터, 각 정부는 지역여건에 부합하는 산업기반을 육성하기 위해 지역별 전략산업을 지정하고 이를 육성하기 위한 특화산업단지를 공급해왔다. 따라서 지역전략산업은 국가적인 산업입지 지형에 무시할 수 없는 영향을 미쳤음에도 불구하고, 지역전략산업의 산업입지적 성과에 대해서는 논의와 실증이 크게 부족한 상황이다. 이에 본 연구는 「공장설립관리정보시스템」 원시자료를 활용해 전국 산업단지의 전략산업 특화수준이 입주기업 성과에 미친 효과를 평가하였다. 분석자료는 사업체 수준의 연도별 패널자료를 2008년부터 2014년까지 지역별 산업단지 통계에 연동하는 형태로 구축되었으며, 사업체 속성과 산단 속성이 통제된 생존분석(survival analysis)을 통해 인과관계를 해석하고자 하였다. 분석 결과, 산업단지의 지역전략산업 특화수준이 높아질수록, 전략산업 기업체의 신규 진입확률이 증가할 뿐 아니라 기존 전략산업 기업체의 폐업률이 낮아진다는 관찰이 도출되었다. 이러한 관찰은 산업단지를 거점으로 한 지역전략산업의 집적화가 지역전략산업 육성에 효과적인 정책수단이 될 수 있다는 점을 시사한다.
