This paper presents the analysis of Kim Jong - un 's governing behavior and the inter - Korean cooperation plan. Kim Jung Eun analyzed the personal characteristics in the growth and analyzed Kim Jong Eun 's governing behavior based on these characteristics, suggested ways to cooperate with these North Koreans, and concluded. There have been two successions of power in North Korea, and the power succession to Kim Jong Eun has attracted much attention. Kim Jong - eun chooses his role model as Kim Il - sung instead of Kim Jong - il, seeks traditional authority to follow Kim Il Sung 's rule, and Kim Jong - eun imitates the same charismatic leadership as Kim Il Sung, but presents his vision to members, Kim Jong Eun is not equipped with this ability. Kim Jong Eun is closer to the boss than to the leader of North Korea, and it can be said that it is closer to government action than leadership. The characteristics of the growth process were analyzed by analyzing the growth environment, testimony of people, and attitudes and behaviors of specific situations. In addition, as a way of South-North cooperation with Kim Jong - eun, who is under such rule, military confidence building, economic cooperation, culture and sports exchanges, and public perception changes are presented. Kim Jong Eun is in a fantasy that he will run the Panmunjom Declaration, or that Kim Jong Eun's violence does not make progress in inter-Korean relations. Instead, he should look at the Kim Jong Eun regime from a balanced perspective.

본 논문은 북한의 김정은 통치행위 분석과 남북협력 방안을 제시한 것이다. 김정은 성장 사에서 개인적 특성을 분석하고 이 특성에 기반한 김정은 통치행위를 분석, 이런북한과의 협력방안을 제시하고 결론을 도출하였다. 북한의 권력승계는 두 번이 있었는데, 이중 김정은에게의 권력세습은 많은 관심이 집중되 었다. 김정은은 자신의 롤 모델을 김정일이 아닌 김일성을 선택, 김일성의 통치방법을 따라 하는 전통적 권위를 추구하며, 김정은은 김일성과 같은 카리스마 리더십을 모방하지만 카리 스마 리더십의 발생요건인 구성원에게 비젼을 제시하고, 비젼을 전달 할 수 있는 능력과 성 과가 있어야 하며, 구성원들로부터 신뢰와 개인적 매력이 있어야 하나 김정은은 이를 갖추 기 못하고 있어 김정은은 북한을 이끄는 “리더” 라기 보다는 “보스”에 가깝고 “리더십” 보다는 “통치행위”에 가깝다고 볼 수 있다. 이러한 김정은의 통치행위가 어떻게 형성되었는가를 김 정은의 성장과정에서 형성된 개인적 특성을 통해 통치행위를 분석하였고, 성장과정의 특성은 성장환경, 사람들의 증언, 특정상황에 대한 태도와 행동을 종합, 분석하였다. 또한 이러 한 통치를 하고 있는 김정은과의 남북협력 방안으로 군사적 신뢰 구축, 경제협력, 문화 및 스포츠 교류, 국민 인식변화 제시하였다. 김정은이 판문점선언을 다 실행 할 것이라는 환상에 빠져있거나, 김정은의 폭력성 때문에 남북관계의 진전이 없을 것으로 판단하지 말고, 김정은 정권을 한쪽으로 치우치지 말고 균 형 잡힌 시각으로 바라보며 협력해야 한다.
