The effect of ageing on society must be tremendous indeed and requires shift of paradigm in almost every fields of society, economy and culture. Along with this trend towards overall social change and ageing of persons of national merit who have devoted themselves to the country as well as their families, new welfare policy for the aged is needed so that old persons of national merit are assured to have a comfortable and sustainable life. In an attempt to find alternative measures for the realistic issue of income guaranty for persons of national merit, this study sought to analyze the case of old persons of national merit who account a considerable number of members of patriots & veterans administration bodies as the subjects of the study. In the first place, the study discussed why "quality of life" of persons of national merit should be improved as a must. Secondly, it analyzed the present situation and problems of legal, institutional and political supports currently rendered to persons of national merit. Lastly, it sought to find measures to improve "quality of life" of persons of national merit.

우리나라는 생활수준과 의료기술 발달에 따른 현대사회의 공통적 특징인 평균수명의 신장 으로 인하여 노인인구는 급증하고 있는 추세이다. 고령화가 사회에 미치는 영향은 실로 지대하며 사회, 경제, 문화 등 거의 모든 분야에서 패러다임의 변화를 요구하고 있다. 이러한 상황에서 고령화 현상을 정확히 인식하고 미래를 대비해야 할 필요성이 커지고 있다. 이와 같은 전반적인 사회변화의 추세와 함께 나라를 위해 헌신한 국가유공자와 그 유족들 또한 고령화되어감과 동시에 산업화와 더불어 시작된 핵가족화의 추세로 노인에 대한 노후 보장의 역할을 담당했던 대가족제도의 붕괴는 가족 내에서의 노인부양 기능 약화를 초래하 여 고령국가유공자에게 안락하고 쾌적한 노후생활을 보장하기 위한 새로운 노후복지정책의 필요성이 제기되고 있다. 본 연구에서는 국가유공자들과 관련 있는 소득보장의 현실적인 과제에 대한 발전방안을 모색하기 위하여 연구의 대상으로써 보훈단체 소속 구성원 중 다수를 차지하고 있는 노령 국가유공자를 사례로 분석하고자 한다. 우선, 왜 국가유공자들의 “삶의 질”을 증진해야만 하는가에 대한 당위론적인 논의를 검토하고, 둘째, 결과론적으로 현재의 국가유공자들에게 주 어지고 있는 법ㆍ제도적, 정책적인 지원의 현황과 문제를 분석한다. 마지막으로 국가유공자 들의 “삶의 질”을 어떻게 향상시킬 것 방안을 모색하는 데 목적이 있다.
