A memorial hall is a space to commemorate a specific historical event or person or time. It is also a space for looking into your current self with the memories of the past. A memorial hall focuses to arrange the foundation for describing a historical subject for people to voluntarily come and visit. It is in this context where the educational function of a memorial hall becomes more important. Depending on the service, subject and audience, the educational programs provided by a memorial hall can be categorized into lecture, experiential activity, and exploration as well as outreach programs for providing various learning opportunities away from the physical concept of a memorial hall. Many such halls including Independence Hall, Gyeongsangbuk-do Independence Hall and Baekbeom Kim Koo Museum all carry out various educational functions in consideration of their respective audience and internal and external environments. Isabu Memorial Hall will be built in Samcheok, Ganwon-do to develop the east coast, spread the awareness of Dok-do and promote the awareness of our territory to our people. For it to become an attraction of historical learning, it must first determine the objectives and contents of education, according to the purpose of establishment. Moreover, the hall needs to estimate the type and number of visitors and plan for its own educational service and programs accordingly. To achieve this, the hall needs to study current memorial halls in business and prepare for a mid-to-long-term operating strategy which must be backed up by exhibition and educational facilities, expert personnel and budget. This is the only way Isabu Memorial Hall will become an attraction of edutainment and a historical educational institute enjoyed by visitors.

기념관은 특정 역사적 사건이나 인물, 시대, 현장을 기억하기 위한 곳이며, 잊고 있던 기억과 만나 현재의 자신을 생각해 볼 수 있는 공간이다. 기념관에서는 사람 들이 자발적으로 추모의 경험을 할 수 있도록 특정 역사적 대상을 설명할 수 있 는 기반을 마련하는 데 주력한다. 그러한 맥락에서 기념관에서의 교육기능은 더욱 중시된다. 기념관에서 이루어지는 교육은 크게 전시관을 안내하고 관람을 지원하 는 교육서비스부터 대상과 주제 등에 따라 강의, 체험활동, 답사 등으로 운영되는 다양한 프로그램, 기념관이라는 물리적으로 벗어나 기념 대상의 학습기회를 제공 할 수 있는 아웃리치(outreach) 프로그램으로 구분될 수 있다. 현재 대표적인 역사 교육기관으로 활성화되고 있는 독립기념관, 백범김구기념관, 경상북도독립운동기념 관은 방문자 유형 및 내‧외부 환경을 고려하여 기관의 특성에 맞게 교육기능을 수 행하고 있다. 이사부기념관은 해양인물 이사부를 통해 우리나라의 동해 개척과 독도수호의 역사를 알리고, 국민들의 영토의식 함양을 위해 강원도 삼척에 만들어질 공간이 다. 이사부기념관이 국민이 즐겨 찾는 역사학습공간으로 성장하기 위해서는 우선 기관의 설립목적에 따라 관람객이 기억하고 학습해야 하는 목표와 내용을 명확히 정해야 한다. 더불어 이사부기념관을 방문할 관람객 유형과 수, 즉 수요를 예측하 고 이에 맞춘 이사부기념관만의 교육서비스와 프로그램을 기획할 필요가 있다. 이 를 위해서는 현재 활성화되고 있는 기념관들의 현황을 참고하여 중장기적인 차원 에서 운영 전략이 마련되어야 하며 전시 및 교육시설과 전문 인력, 예산이 수반되어야 한다. 그래야만 이사부기념관이 영토 수호의식을 함양할 수 있는 대표적인 역사교육기관이자 관람객이 즐겨 찾는 에듀테인먼트(edutainment) 기관으로 자리 매김할 수 있을 것이다.
