In this study, we investigate ways to improve the competitiveness of National University and to operate their educational budget efficiently in the current situation where the social demands for strengthening the roles and functions of National Universities are growing. For this purpose, we conduct the literature survey on this field and the specific process of this are as follows. First, we summarize the contents of the ‘National University Finance and Accounting Act’ enacted in 2015. Next, we introduce the contents of the 'University Financial Support Project' reform plan in 2018. Finally, we discuss future improvements through literature reviews on various prior studies. We expect that the results of this study contribute to increasing interest in the role and function of National University that play a crucial role in the cultivation of local talent and the economic, social and cultural development of the region.

본 연구는 국립대학의 역할 및 기능 강화에 대한 사회적 요구가 증대되고 있는 현 상황에서국립대학의 경쟁력 제고 및 효율적 재정운영 방안을 모색하고자 수행되었다. 이를 위해문헌조사방법을 선택하였으며, 이의 구체적인 과정을 요약하면 다음과 같다. 우선 2015년에 제정된 ʻ국립대학의 회계 설치 및 재정 운영에 관한 법률ʼ의 내용을 개괄하였고, 이어서2018년도 ʻ대학 재정지원 사업ʼ 개편안의 내용에 대해 소개하였으며, 최종적으로 다양한선행연구들에 대한 문헌연구를 통해 향후의 개선방안에 대해 논의하였다. 본 연구를 통하여 지역인재 양성 및 지역의 경제, 사회, 문화 발전에 중대한 역할을 수행하는 국립대학의역할 및 기능에 대한 관심이 증대되길 기대한다
