The purpose of this study is to develop a regional approach to the development of the defense industry to diversify industrial structures in the fourth industrial revolution era. I would like to suggest possibilities and strategies for participating in the defense industry through industrial characteristics and R &D capabilities in Pohang. First, we seek to create a new growth engine by constructing internal and external talent system for developing defense industry in Pohang region. Second, we build defense bases for defense R &D hub as a strategy to foster defense ecosystem in Pohang, Strategic plan for the promotion of industrial test bed was derived.The defense industry is an industry that has a large effect on the front-to-back relationship of the industry. It seeks to participate in the local SMEs through the combination of civilian technology and the possibility of diversification of the regional industrial structure through the defense industry.

본 연구에서는 4차 산업혁명시대 지역의 산업구조 다변화를 위한 국방산업 육성에 관한지역차원의 접근방안을 도출하기 위한 연구이다. 국방분야에서 IT와의 접목을 통한 산업의변화를 기술적 관점에서 살펴보면 4차 산업혁명에 대응한 국방 생태계는 지능혁명을 고려한 무인자율 체계를 포함, 전 무기체계의 변화와 세계 시장의 성장 및 국내 R&D기술의활용 가능분야임에 주목할 필요가 있다. 이러한 기술과 시장의 변화 움직임에 따라 지역혁신역량의 활용 및 중소기업들의 신시장 참여의 가능성을 확대하기 위한 노력이 필요하다. 따라서 본 연구를 통해 포항지역의 산업적 특성과 R&D역량을 통한 국방산업으로 참여가능성과 전략 방안을 제시하고자 한다. 첫째 포항지역 국방산업육성 추진방향 도출을위한 내외부적 시스템 구축으로 신성장동력 창출방안을 모색하고 둘째, 포항지역의 국방생태계 육성 전략으로서 무인화 체계로 국방 R&D 허브화 기반구축과 산업고도화로의이행을 위한 국방산업테스트베드 추진에 관한 전략적 방안을 도출하였다. 국방산업은산업의 전후방 연관효과가 큰 산업으로 지역 중소기업의 민수겸용기술을 통한 참여방안과국방산업을 통한 지역 산업구조 다변화의 발전가능성을 모색한다.
