The Korean-Chinese communities in South Korea, which are concentrated in the southwestern part of Seoul (including Garibong-dong and Daerim-dong), have now become a driver of local development rather than merely an ethnic enclave. Since December 2014, when some restrictions due to “Garibong Equal Development Project” were lifted, various neighborhood-regeneration projects have been taking place in Garibong-dong, and the area is currently undergoing a rapid change. As an active leader of the Garibong-dong Regeneration Cooperation, “Hanjoong Munhwa Hakdang (Korea-China Cultural Institute)” has played a significant role in preparing various projects to assist the settlement of Korean-Chinese in the southwestern part of Seoul. For example, they have created programs to teach middle-school level Korean history, literature, prominent figures and events, and pop songs specifically geared towards Korean-Chinese who did not receive primary education in South Korea. They have also organized special programs to take participants to museums or cultural institutions during the weekends. Daerim-dong, which is located in the Yeongdeungpo-gu section of Seoul, has also emerged as a quintessential Korean-Chinese enclave in South Korea. The commercial districts in the area are full of restaurants, wedding halls, travel agencies, and employment agencies that mainly serve Korean-Chinese customers. Beyond being merely a Korean-Chinese enclave, the area has become the de facto “capital of Korean-Chinese.” Korean-Chinese in Daerim-dong have now become not only major residents in the neighborhood, but have also become active agents running the local economy, backed up by their resources, skills, culture, information, as well as an important role played by their ethnic organizations. For instance, “Joongook Dongpo Hanmaum Hyuphoei (Korean-Chinese Hanmaum Association)” has launched many programs to support Korean-Chinese residents and to promote Korean-Chinese community to the broader society in collaboration with other ethnic organizations and the City of Seoul (Youngdeungpo-gu).

재한중국동포사회, 특히 구로구 가리봉동과 영등포구 대림동 등 서울 서남권 중국동포사회는 단순히 중국동포의 집거지에 머물지 않고 지역발전의 주체로서 자리매김하고 있다. 먼저, 구로구 가리봉동은 2003년 11월 ‘가리봉 균형발전촉진지구(재개발)’로 지정되어 10년 동안 개발 지연과 함께 건축허가가 제한되어 기반시설 등의 방치로 서울에서 가장 낙후한 지역으로 전락된 바 있다. 그러나 가리봉동은 2014년 12월에 ‘가리봉 균형발전촉진지구’ 지정이 해제된 후 도시재생 사업이 실행되고 있으며, 가리봉도시재생협동조합의 한 주체로 한중문화학당이 가리봉동을 비롯한 서남권 중국동포사회의 한국사회 정착에 유의미한 사업을 준비하고 있다. 초중등학교를 한국에서 다니지 못한 중국동포들에게 중등학교 역사, 국어, 음악 교과서에 나오는 주요 주제와 인물, 문학작품, 가요를 가르쳐주고, 주말에는 관련 박물관, 기념관, 문학관 등을 탐방하는 역사문화여행 콘텐츠의 개발과 시행인 것이다. 영등포구 대림동은 국내에서 가장 대표적인 중국동포 밀집지역으로 부상했다. 중국동포를 고객으로 하는 각종 상가, 식당, 예식장, 여행사, 직업소개소 등이 집중되어 있어 ‘중국동포타운’을 넘어 ‘중국동포들의 수도’라는 애칭이 손색이 없는 상태가 되었다. 이제 대림동에서 중국동포는 거주인구뿐만 아니라 중국동포의 자본, 기술, 문화, 정보, 그리고 각종 단체로 인해 지역경제의 주체가 되었을 뿐만 아니라, 중국동포 사업가의 비즈니스센터가 되었다. 재한중국동포사회의 최대 민간단체인 중국동포한마음협회는 다른 동포단체들과 협력 속에서 2016년에 서울시(영동포구)의 지원을 받아 대림동 중국동포사회를 알리는 프로그램을 진행했으며, 2017년에는 지역활성화를 위한 방안으로 한중문화주간 축제를 개최하기도 했다.
