This paper aims to critically investigate the discourses on teacher professionalism under the ideology of marketized education reform. This paper adopts three main research questions: i) what is the natures teacher professionalism, proposed by the ideology of marketized education?; ii) what are the effects of it on public education and the role of teachers?, and iii) what could be the strategies of teacher responsibility, resisting to the market-based teacher professionalism discourses? Regarding these questions, this paper, first of all, critically reviewed the ideas and substances of the New Professional Management (NPM); second, compared the notions of teacher professionalism and teacher responsibility by highlighting that the latter would better address the social obligation of teachers for their public roles; third, based on Foucault's governmentality theory, analyzed how NPM deviates the purpose of public schools and distorts the role of teachers; and finally, suggested alternative attitudes and strategies of teacher responsibility against NPM. This paper's discussion may trigger echoes from the academy and classroom teachers for the issues of teacher professionalism.

본고는 시장주의적 교육개혁의 일환으로 거론되고 있는 교사전문성과 교사평가의 담론들을 비판적으로 논의함으로써, 올바른 교사책무성 개념과 실천 방향을 제시하고자 하였다. 본고의 핵심적 연구문제는 i) 신자유주의적 교육의 시장화가 요구하는 교사책무성의 성격과 방향, ii) 시장주의적 교사책무성이 학교의 성격과 교사의 역할에 미치는 영향, 그리고 iii) 시장주의적 교사책무성에 저항하는 교사책무성의 성격과 전략이 무엇인가에 대한 논의이다. 이를 위해 본고는 첫째, 시장주의 교육이념을 바탕으로 교사전문성을 규정하는 신전문경영주의의 개념과 성격을 논의하였다. 둘째, 교사전문성과 교사책무성 개념을 비교·검토함으로써, 교사책무성이 교사의 사회적 책임을 부각시키는데 더 적합함을 강조하였다. 셋째, Foucault의 통치성 개념을 통해 신전문경영주의 이념이 어떻게 교사책무성의 문제를 왜곡시키는지 분석함으로써, 신전문경영주의 이념에 저항하는 교사책무성의 담론적 기초를 살펴보았다. 마지막으로, 교사들이 어떤 대안적 책무성의 방향을 모색할 수 있는지를 논의하였다. 본고는 시장주의적 교육개혁에 저항하는 올바른 교사책무성에 대한 학계의 논의와 현장 교사들의 이해에 도움을 줄 수 있을 것이다.
