What can be the secret of the seemingly stable Taiwanese Buddhism that is apparently earning respect from both inside and outside of the nation? I have long wondered about this and my present staying at Yidesi(義德寺), one of the representative Bhikkhuni Vinaya monasteries in Taiwan, have given hints to the question. My conclusion is that one most important factor of the comparatively prosperous Taiwanese Buddhism is holding Bhikkhu and Bhikkuni ordinations according to the proper conditions stated in Vinaya. It is widely regarded that Buddhists in Taiwan keep precepts well and the Buddhist society also maintain relatively high standards of Vinaya. In reality, however, the number of the Buddhist temples that actually abide by the Vinaya or monastic codes is very few. It takes up a very small portion of the entire Buddhist community. Nevertheless, it is also true that these small number of so-called Vinaya monasteries have a great influence on the entire Buddhist society of Taiwan. They set a traditional model of precepts-keeping Buddhist Sangha community by practicing Vinaya in their everyday life: they conduct Posadha(布薩, reciting vinaya) and Pravarana (自恣, self-indulgence), have Varsa(安居, retreats) during summer, carry out Karman(羯磨, monastic proceedings), and also hold ordination for Bhikkhu and Bhikkhunis. Furthermore, in the way of Vinaya education, those Vinaya monasteries produced a few very capable Vinaya experts who are now actively engaged in propagating Vinaya and Buddha dharma in Taiwan. The establishment of these exemplary Vinaya monasteries and Vinaya education is entirely thanks to the self-sacrificing devotions of a few outstanding Bhikkhu Vinaya masters who mostly came from China. Under their guidance and support, several elder Bhikkhunis also put much effort to have a proper form of Bhikkhuni ordination ceremony and education of Vinaya. They succeeded in both, and the intensive Vinaya education during summer retreat played an important role in making more and more Bhikkhunis outside of those Vinaya temples become more aware of the importance of Vinaya and put it into practice in their everyday monastic life. It is the Vinaya Master Guanghwa who first emphasized the importance of keeping the Six Rules for Siksamana before having a Bhikkhuni ordination. In 1996, he, as a Bhikkhu preceptor, gave Bhikkhuni precepts to the candidates who had observed the Six Siksamana Rules for the first time in Taiwan Buddhist history. Hereafter, the Six Rules gradually settled down as an essential qualification for having a full Bhikkhuni ordination. On the other hand, Bhikkhuni Shaoan, head nun of Yidesi, built an ordination platform for bhikkhuni ordination ceremony at Yidesi Vinaya temple. Since then, Bhikkhuni ordination ceremony based on conditions stated in Vinaya has been held every other year. The emphasis on having a proper form of bhikkhuni ordination ceremony based on Vinaya is to obtain the most perfect form of Precept Body – the fundamental cause of the moral that is generated and planted in the mind of the ordination candidates when receiving the precepts. Only when this precept body strongly established, one can proceed to achieve meditation and wisdom, further cultivating bodhisattva deeds and finally attaining enlightenment. This study focuses on the roles and activities of Bhikkhu Vinaya masters and several elder Bhikkhunis, who made their utmost efforts in establishing a proper ordination in compliance with the Vinaya and Buddha dharma. It also looks into the Ganlu Ordination Platform built at Yidesi, which is the first independent ordination platform solely for Bhikkhuni ordination. Although the study fell short of covering the Vinaya education after ordination, I hope it give a brief understanding of the actual status of Vinaya practice in Taiwanese Buddhism.
