This paper focuses on the fact that workers working for small and midsize companies that moved to the state-run industrial complex in Namdong-Gu Incheon are in a blind spot in terms of cultural welfare and cultural enjoyment. As it is noted, companies today are able to enhance their competitiveness and enhance their competitiveness by enhancing voluntary loyalty and creative ideas of their employees through cultural management as well as managerial strategies such as innovation and cost reduction. Therefore, this paper focuses on the current situation and problems of small businesses in the Namdong Industrial Complex first, and then enhances the organizational satisfaction of employees in these small and medium enterprises and enhances the competitiveness of the company through business immersion and efficiency improvement. In other words, this thesis is an effective method of supporting cultural management that reflects the regional characteristics of the research firm Namdong Industrial Complex in Incheon, which develops cultural governance, development of cultural and corporate culture and certification indicators.

본 연구는 인천 남동공단을 중심으로 국가산업단지에 입주한 중소기업들에 종사하는근로자들이 문화 복지 및 문화향유권 측면에서 사각지대에 놓여있음에 주목한다. 주지하는 바와 같이 오늘날 기업은 기술혁신과 원가절감 등의 경영전략뿐만 아니라 문화경영을 통해서 기업 내부직원들의 자발적 충성도 제고 및 창의적 아이디어를 개발함으로써 기업 경쟁력을 강화해 나가고 있다. 따라서 본 논문은 먼저 남동공단 내 중소기업들의 현황과 문제점을 파악한 연후에, 이들 중소기업에 종사하는 내부직원들의 조직만족도 제고 및 업무몰입, 능률향상을 통한 기업경쟁력 강화 방안의 일환으로서 문화경영전략의 필요성을 강조하면서, 다른 한편으로는 이를 위한 실행전략을 제시하고자 한다. 즉, 본 논문은 연구대상인 인천남동공단의 지역적 특성을 반영한 효과적인 문화경영 지원방안으로 공단 내 문화거버넌스의 구성, 지자체 및 기업 CEO의 역할 제고, 문화기업인증지표개발, 레지던시 프로그램을 통한 기업과 지역 문화예술인들과의 협업 및 문화예술제를 문화경영전략의 구체적인 실천대안으로 제시한다.
