The current study aimed to test the prevention effects of anti-sexual harassment programs in the workplace. Utilizing survey data of 698 female workers collected by the Korean Institute of Criminology in 2016, the present study employed logistic regression models, including sociocultural, organizational, individual differences, and policy factors. Results showed that the existence of a specific departmental policy for handling sexual harassment cases and anti-sexual harassment training programs have no effects on preventing workplace sexual harassment in itself. Rather, perceptions of soft punishment appeared to lower the victimization, which was not expected in the hypothesis. However, the analysis of 389 workers who had received sexual harassment prevention training discovered that the level of satisfaction of the training is the most influential factor, leading to reduction of victimization. It is suggested that, in order for training programs to be successful, they must be well delivered to trainees so that they feel satisfied. In sum, this study is expected to serve as a facilitator for future research on program evaluation in the study field of workplace sexual harassment.

본 연구는 조직적 차원의 성희롱 예방정책이 실제 피해예방에 효과가 있는지 검증 하고자 했다. 이를 위해 2016년 한국형사정책연구원에서 수집한 설문조사자료를 이용 하여 698명의 직장 여성을 대상으로 사회문화적 요인, 조직적 요인, 개인차 요인, 정책 적 요인을 포함하는 복합모형을 구축하고 로지스틱회귀분석을 실시하였다. 분석 결과, 정책적 요인에 초점을 맞추어 살펴보면, 성희롱 처리기구의 존재여부와 예방교육경험 의 유무는 전혀 예방효과가 없었고, 약한 처벌은 가설과 반대로 피해를 감소시키는 것 으로 드러났다. 그런데, 예방교육을 받은 여성들 389명을 대상으로 한 분석에서는 교육 의 만족도가 가장 영향력 있는 감소 요인으로 드러나 교육 실시 자체보다는 내실 있는 교육을 통한 만족도 향상이 중요해보였다. 연구 설계와 변수 측정에 있어서 몇 가지 한 계가 있었지만, 본 연구는 국내에서 직장 내 성희롱 예방정책의 효과성을 실증적으로 분석한 초기 연구로서 향후 더 활발한 정책평가 연구가 이루어지는데 기여했으면 한다. 형식적인 규정보다는 지속적인 소통과 교육을 통해 조직 구성원들에게 명확한 메시지 를 전달하는 것이 성차별 없는 조직문화 성숙의 지름길일 것이다.
