It has been well known that there are increased risk of vehicle ramming attacks in Western countries. Accordingly, policy makers and government agencies in charge of anti-terrorism adopted several physical and technical measures and responses to protect the whole society and to prevent future terrorist attacks with hostile vehicles. Yet, there has been lack of concerns and knowledge in terms of the potential treats of vehicle ramming attacks among domestic scholars and policy makers. However, the statistics of incidents of vehicle ramming attacks happened in homeland implies we have no less threats of this type of attacks and crime. In an attempt to fulfill the knowledge gap, therefore, this study investigates the potential impact of AEB systems on the risk of traffic accidence and casualties. This system is proclaimed to be enacted as mandatory vehicle protectional technical systems. This study examine if the effectiveness of AEB system is applicable as a anti-terrorism policy for vehicle ramming attacks prevention. In analysis, the author conducted content analysis and found the potential effects of technical benefits of AEB systems on malicious and intentional terrorist attacks of vehicle ramming. The contributions, implications of this study and suggestions for policy implications of this study findings were discussed in results and discuss.

이 연구는 최근 국내의 차량안전관련 기술 방안이 차량돌진공격에 대비한 예방책으 로서의 효과성이 있는지 여부를 살펴보고자 하였다. 최근 서유럽을 중심으로 차량돌진 공격테러가 다수 발생하고 있으며 이에 따라 서유럽 등지에서는 다양한 물리적ㆍ기술 적 방어대응책이 제시되고 있다. 그러나 국내에서는 이와 같은 차량돌진공격에 대한 대비나 대응책이 부족한 현실이 다. 하지만 차량돌진공격의 위험성이 낮다고 판단되지 않는 국내의 경우에도 이러한 위 협에 대비한 기술적 대응방안이 고려될 필요가 있다. 따라서 이 연구에서는 국내에서 최근 법제화 되고 있는 차량이탈경고장치, 차량충돌 제어장치 등에 대한 차량의무 장착화 등의 추세와 함께 이와 같은 기술들이 차량돌진 공격이나 테러와 같은 범죄행위의 예방에 효과가 있는지 여부를 살펴보기 위한 문헌분 석을 수행하였다. 이 연구의 결과 일부 충돌방지시스템이 차량돌진테러공격의 효과를 낮추고 이러한 유형의 테러공격에서 차량이 무기화하는 것을 억제하는 효과가 있을 가 능성이 파악되었다. 연구결과에 따른 결론 및 요약 그리고 논의점 등도 제안되었다.
