This study is aimed at analyzing the National Police Agency statistics on the cause of police officers' suicide, and the cases of actual suicides, and subsequently to investigate the countermeasures for such suicides. Unlike other civil servants, police officers have an organizational structure that places substantial stress on them due to post-traumatic stress disorder, and night and holiday work caused by extremely competitive policing demand and the excessive amount of incidents and accidents. Due to the nature of such work, some police officers consider suicide and often accumulated causes lead to committing it. Recently, 26 police officers committed suicide in 2016, and 22 in 2017. The analysis of the status of police officers' suicide by each cause, and the cases of suicide showed that the most typical causes of suicide were the domestic problem caused by family trouble due to frequent night shift, excessive amount of work, mental pressure due to accumulation of stress caused by various incidents and accidents, and mental illness such as depression. Hence, this study suggested the following countermeasures for the aforementioned causes that have a crucial impact on the suicide of police officers. First, shift conditions of police officers such as night shift need to be improved. Second, the excessive work burden due to the high demand of policing performance needs to be improved. Third, the regulation of possession of guns needs to be strengthened to prevent suicide by a gun. Fourth, a police staff council should be launched as soon as possible. Fifth, mental health promotion programs and education specialized for police officers need to be developed and expanded. This study has a high value since the subject is discussed in a timely manner given that currently the cases of police officers' suicide are increasing. It is hoped that this study can be of help, albeit small, for the National Police Agency to promote and create the suicide prevention measures.

우리나라 경찰공무원 중 2013년 17명, 2014년 21명, 2015년 18명, 2016년 26명, 2017년 22명이 자살로 사망하였다. 이는 순직한 경찰관 숫자인 80명 보다 많은 104명으로 나타났다. 2012년부터 2016년까지 전체공무원 자살률은 8.4명인데 비해 경찰공무원은 같은 기간 18.4명으로 전체 공무원의 자살률 평균보다 2.4배나 높다. 이처럼 시민의 생명과 재산을 보호해야 하는 업무의 특성을 갖고 있는 경찰공무원의 자살은 심각한 문제라고 할 수 있다. 또한, 경찰공무원의 자살은 단순하게 경찰 개개인의 문제로 끝나는 것이 아니라 국가 치안서비스 및 공권력 집행 수단의 손실이라고 할 수 있다. 특히, 동료경찰의 자살을 목격한 경찰공무원들은 그 연쇄적 반응으로서 무력감을 느낌에 따라 적극적 치안서비스의 제공이 더욱 어려워진다는 점에서 단순한 개인문제가 아니다. 경찰공무원은 대면자의 문제행동, 언어폭력과 범죄자들의 악의적인 괴롭힘, 인사문제, 근무여건문제, 동료 및 상관으로부터 직무스트레스, 직장내 인간관계가 경쟁적이고 평가중심으로 인하여 감정노동에 시달리고 경쟁적인 치안성과 시스템으로 인하여 격무에 시달리고, 야간근무 교대근무 그리고 각종 사건 사고로 인하여 다른 공무원들과 달리 정신적 스트레스를 많이 받는다. 최근 경찰청에서는 경찰공무원의 자살을 방지하기 위하여 생명사랑지킴이 교육을 활성화 하는 등 다양한 방안을 추진하고 있으나 성과가 미미한 실정이다. 따라서, 첫째, 야간근무 등 교대근무자의 휴식 및 근무여건을 개선해야 한다. 둘째, 지나친 치안성과평가로 인한 과중한 업무 부담을 개선해야 할 것이다. 셋째, 총기소지 규제를 강화하여 총기로 인한 자살 상황을 줄여야 할 것이다. 넷째, 최근 논의되고 있는 경찰공무원 직장협의회 발족을 도입해야 한다. 다섯째, 특화된 경찰 마음건강증진 프로그램을 개발하고, 교육을 확대 운용해야 할 것이다. 끝으로, 국민의 생명과 재산을 지키는 경찰공무원의 안전은 국가가 지켜주어야 한다.
