Crime have become one of the most serious problem in Korea. The most visible element in the criminal justice system is the police. Police have a number of very significant duties ranging from providing civic assistance to anyone who needs it - sick and old people, children - to detecting crime, apprehending criminals, appearing in courts as prosecution witnesses, and other crime-related activities. And, the scope and subject of private security industry are different by country, depending on the development degree of private security. In case of the country, whose private security industry is developed, its scope is wide. USA private security industry has grown rapidly from the middle of the 19th century because of various factors. Especially, its main growth factors are crime and fear increase because of rapid social change such as industrialization and urbanization, dissatisfaction with the inefficiency of police and country, change of capitalism economic system, new establishment of large-scaled private facility, change of insurance custom, fear for lawsuit and historical events such as war and antiwar movement. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. In this study, private security organizations and local police should share crime information. To do this, they need to conduct joint and connected patrol for crime prevention and hold regular meetings among the agencies concerned. And, public law enforcement and private security should work closely, and they should be cognizant and supportive of their respective roles in crime prevention. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen. Finally, the police are not separate from the people. and they draw their authority from the will and consent of the people.

날로 심각해지는 범죄문제에 대하여 강력하고 적실성 있는 국가적 대응이 필요 하다. 이를 위해서는 범죄예방을 담당하는 경찰인력의 확보가 필요하다. 하지만 경찰인력의 증원은 손쉽게 해결할 수 있는 문제가 아니다. 미국 등 주요 선진국들은 심각한 범죄문제에 대하여 나름 다양한 정책들을 활용 하고 있다. 예를 들어, 환경설계를 통한 범죄예방(셉테드), 이웃 감시 프로그램, 범 죄예방 기관들간의 파트너십 등을 통해 부족한 경찰력의 한계를 극복하고 있다. 우리나라에서도 경찰과 민간단체 간의 다양한 형태의 협력치안이 이루어지고 있다. 그 중에서도 민간경비 산업은 공경비의 부족한 부분을 보충해주는 가장 중 요한 역할을 수행하고 있다. 그러나 민간경비 산업은 여러 문제점들로 인해 해결 되어야 할 과제들이 많이 있다. 대표적인 것으로서 가장 긴밀한 동반자라고 할 수 있는 경찰과의 파트너십 부족이 그것이다. 이 연구에서 고찰한 미국과 같은 선진국들은 자치경찰과 민간경비 상호 간에 발 생하는 여러 가지 문제들을 서로 협조해가며, 다양한 방법을 통해 해결해 왔다. 특 히 지방자치의 전통이 강하고 민간경비 산업이 잘 발전되어 있는 미국은 지역의 실정에 맞는 다양한 프로그램을 활용했으며, 여러 단계의 협의 기구를 적절하게 활용하여 서로 간의 현안문제를 해결해 왔다. 이는 상호관계가 사회 안전망을 이 루는 주체성을 가지고, 시민의 안전욕구를 충족시키는 ‘동반자 관계’라는 기본인식 이 자리 잡고 있다는 것을 알 수 있다. 대한민국도 경찰과 민간경비업체간에 정기적인 합동회의나 간담회, 공동순찰 등 다양한 접촉의 확대가 필요하다. 많은 진전이 있었지만 아직까지도 형식적인 회의, 회의 마치고 사진만 찍는, 구호만 무성한 공허하고 형식적인 상호협력이 아 니라 실질적으로 민간경비 산업을 존중하고, 지역치안의 중요한 주체임을 경찰은 인식해야 한다. 이제 더 이상 민간경비는 경찰의 규제대상이나 단속대상이 아닌 상호협력의 대상이 되어야 한다. 마지막으로, 이 연구에서 미국사례에서 보는 바와 같이, 경찰과 민간경비의 상호협 력은 주로 자치경찰 수준에서 이루어지고 있음을 감안할 때, 보다 나은 주민밀착형 치안서비스 제공을 위하여 우리나라에서도 자치경찰제가 시행되어야 할 것이다. 끝으로, 경찰은 지역의 다양한 집단과 소통 활성화에 힘써야 한다. 지방자치단체와 지방의회는 물론이고 기업체, 대학, 종교단체 등과 지역의 안전에 관한 네트워크를 만들어야 한다.
