The number of public officials in Korea is over one million. Those public officials has considered that they are working at a better environment than other ordinary workers, so they do not have much interest in social security of public officials. However, based on this study, I found that the public officials in Korea are not offered better working conditions at every aspect, compared with ordinary workers. Even more, they are working under poor conditions in terms of working hours, paid leave, compensation and others. Against this background, I propose measures to improve poor working conditions. First, regulations to restrict maximum level of overtime working for public officials need to be formulated. The public officials are easily exposed to much longer working hours than ordinary workers, largely because no regulations to restrict maximum working hours do not exist. Second, it is necessary to amend the relevant law to improve fairness by offering the same number of days of paid leave for public officials working for at least 15 years as other ordinary workers are offered. Usually, public officials working for at least 15 years provide less paid leave than ordinary workers working for at least 15 years because the number of days of paid leave for public officials determined based on how many years they have worked are different from the number of days of annual paid leave for ordinary workers.

우리나라 공무원의 숫자가 100만 명을 넘어서고 있다. 많은 사람들이 공무원들은 일반근로자들 보다 더 좋은 환경에서 근무를 하는 것으로 알고 있을 것이다. 필자 또한 그러하였고, 이러한 생각에 공무원의 근로조건에 대해 큰 관심을 갖지 않았던 것이 사실이다. 하지만 필자가 본 연구를 통해 면밀히 검토해 본 결과 공무원이 일반근로자들보다 모든 면에서 더 나은 처우를 받고 있지는 않으며, 근무시간, 휴가 등의 부분에서는 오히려 더 열악한 처우를 받고 있음을 확인하였다. 따라서 열악한 처우를 받고 있는 부분에 대한 개선방안을 다음과 같이 제시하였다. 첫째, 공무원에게는 연장근로시간의 최대치를 제한하는 규정이 없어서 일반근로자들보다 장시간 근로에 더 많이 노출되어 있기 때문에 이에 대한 규정 마련이 필요하다. 둘째, 공무원의 연가와 일반근로자의 휴가 일수가 연차에 따라 상이하여 장기근속한 공무원의 경우 15년차 이상인 일반근로자보다 휴가가 적게 부여되는 문제점을 지적하였고, 이를 개선하기 위해 15년 이상 장기근속한 공무원의 경우 연가 일수를 일반근로자와 동일하게 부여함으로써 형평성을 제고하는 규정 마련이 필요하다.
