The study analyzed how cultural education had changed from syllabus-based period to 2015 revised curriculum. The analysis indicated that the cultural education within social studies had progressed from a period of ethics and philosophy to a period of coexistence of anthropology and nationalism, to a transitional period from ‘cultivation of people’ to ‘cultivation of a citizen,’ and to a period for cultivation of a global citizen. The study, based on the result, suggested that we should consider essential aims and teaching contents of the cultural education from an academic and value-based perspective, taking care not to indoctrinate with national ideology in the course of the cultural education. The study also suggested that the cultural education has to give more coverage to the cultural issues rather than factual and superficial knowledge, aiming at the cultivation of a democratic citizen (education by culture, education for culture) instead of being caught in ’the education of culture itself.’

본 연구에서는 교수요목 시기에서 2015 개정 사회과교육과정 시기까지의 문화교육이 어떻게 변화 되었는지 분석하였다. 구체적으로는 문화교육 내용 요소의 변화에 초점을 맞추었으며, 분석의 효율성을 위 해 고등학교 사회과 일반사회영역에서의 문화교육에 한정하여 분석하였다. 분석결과 사회과에서의 문화교 육은 윤리·철학의 시기, 인류학적 학문 체계와 국가주의 이데올로기가 혼재한 시기, ‘국민 양성’에서 ‘시민 양 성’ 교육으로의 전환 시기, 그리고 세계 시민 양성을 위한 문화교육 시기로 변천되어 왔음을 알 수 있었다. 이 를 바탕으로 본 연구에서는 문화교육의 본질적인 목표가 무엇이며, 어떤 내용 요소로 구성할 것인지에 대한 학문적·가치론적 검토가 있어야 하며, 문화교육이 국가 이데올로기를 주입하는 것으로 나아가지 않도록 하 기 위한 노력이 필요함을 주장하였다. 아울러 사회과 일반사회에서 이루어지는 문화교육은 사회과교육의 일반 목표에 부합해야 하므로, 문화 자체에 대한 교육(문화에 대한 교육)에 함몰되기 보다는 민주시민 양성 을 위한 문화교육(문화를 통한 교육, 문화를 위한 교육)을 지향하고, 사실적·단편적 지식 보다는 문화와 관련 된 쟁점(문제)을 보다 비중 있게 다루어야 함을 주장하였다.
