This study analyzes the effect of the local government’s fiscal capacity, fiscal reduction effort in the operation of the local festival and other characteristics of local festivals on the fiscal performance of the local festival. Preexisting literatures dealing with the performance of local festivals shed light on the factors including secure of budget, efficiency in the process of execution, leadership of municipalities, value of programs, image, theme, organizational system, regional characterization, citizen participation, professionalism of festivals and so on. Those factors influence the fiscal performance of the local festival and indicate the features of the festivals and various aspects. However, there are few researches that focus on the local government’s fiscal capacity and the fiscal reduction effort in the operation of local festival. Therefore, this study analyzes the local festivals held from 2013 to 2015 in order to examine the effect of local government’s fiscal capacity and fiscal reduction effort on the fiscal performance. The independent variables consist of the financial independence rate as a fiscal capacity and the degree of the fiscal reduction effort. On the other hand, the dependent variable is the total cost price compared to the revenue. The analysis was implemented by applying the Panel Regression Model and Newey-West Model to find out the impact of the factors on the local festival’s fiscal performance. To sum up the results, the higher the local government’s fiscal capacity is, the lower the local festival’s fiscal performance becomes. Additionally, the higher the fiscal reduction effort is, the higher the local festival’s fiscal performance becomes.

본 연구는 지방정부의 재정능력과 지역축제 운영에서의 재정절감 노력 및 그 외의 지역축제 특성들이 지역축제의 재정적 성과에 미치는 영향을 분석한다. 기존에 연구되었던 지역축제 성과 연구들에서는 예산확보, 축제 집행과정에서의 효율성, 기초자치단체 리더십, 축제의 프로그램 가치, 이미지, 주제, 조직체계, 지역특성화, 주민참여, 축제 전문성 등이 영향요인으로 연구되어 축제의 특성을 포함한 그외의 다양한 측면들이 분석되었다. 하지만 지역축제의 성과 요인 연구를 지방정부의 재정적 환경인 재정능력과 축제운영 과정에서의 재정절감 노력에 초점을 맞춘 연구는 드물다. 따라서 본 연구에서는 지역축제 특성뿐만 아니라 지방정부의 재정능력 및 절감 노력이 재정적 성과에 미치는 영향을 보기 위해 2013년부터 2015년까지의 광역 5억, 기초 3억 원 규모 이상인 지역축제를 대상으로 분석한다. 이를 위해 지방정부의 재정능력으로 재정자립도, 실제 지방정부에서 사용되는 지역축제 재정절감 노력도 및 그 외의 지역축제 특성을 독립변수로 하고, 총원가 대비 수익을 종속변수로 하여 패널 회귀분석과 Newey-West 추정 모형으로 분석을 실시하였다. 분석결과, 재정능력이 높을수록 지역축제의 재정적 성과는 낮아졌고, 축제운영에서의 재정절감 노력이 높을수록 지역축제의 재정적 성과는 높아지는 것으로 나타났다.
