The Military Base and Military Institution Protection Law was enacted in 1972 and began in 1973, Thereafter causing discomfort in lives of local residents with over-designation and management of military institution, which in turn caused under-developed areas and economic damage. The desire to settle a permanent peace between North and South Korea by easing the tension has become most intense through the historical North-South Summit Meeting which occurred recently on Panmunjeom, Therefore, military institutions are in a time to make an effort to comprehend with the change. The existing army is focusing on the preparation to begin engagement at command by raising the military readiness posture to prepare for direct threat of North Korea. However, the army is also shifting in being an army that is trusted and which that serves the people by forming an organic relationship with the citizens and engaging in conflict management. The main reasons causing the conflict between the military institution and the local residents are the fact that the people are facing limits by dissatisfaction of facing limits on pursing the right of property such as having limited regional development due to restrictions set by the military protection zone, various noises, dusts, environmental pollution caused by military equipment and troops exercises. And the reality is that the people has to face the discomfort in daily lives due to policy of prioritizing security unlike other regions, and facing limits of continuing a stable life due to threat on “right to live.” For the purpose of solving aforementioned problems, it is necessary to come up with a practical solution, by analyzing the relationship and types between the military institutions of various aspects and the persons concerned, and to analyze the elements of damage and conflict, and search for the solution which can benefit both military base and the local residents, and also for a solution that can have them coexist through organic relationship between the domestic/foreign military base and the local residents.

1972년 군사기지 및 군사시설보호법이 제정되어 1973년 시행된 이후 군사시설에 대한 과 도한 지정과 관리는 지역주민들의 생활에 불편을 초래하였다. 이는 낙후지역 발생과 경제적 피 해까지 발생시키는 현상까지 초래하게 되었다. 최근 판문점에서 개최된 역사적인 남･북정상 회담의 성공적인 계기를 통해 정부는 물론 국민들 사이에서는 남･북간 위협과 긴장관계를 완 화하여 항구적인 평화를 정착시키고자 하는 열망과 기대감이 그 어느 때보다 고조되고 있다. 이러한 시대적인 변화와 흐름에 맞물려 있는 상황에서 군사시설은 변화하는 상황에 걸맞는 시 대적 관계 해석을 위한 노력이 필요한 시점이다. 기존에 군(軍)은 북한의 직접적인 위협에 대비하여 군사대비태세를 강화하여 언제든지 싸 울 수 있는 준비에 집중이 되었다. 하지만 국제질서와 안보환경 변화에 따라 군 역시 지역주민 과의 유기적인 관계를 형성하고 국민의 크고 작은 갈등관리를 해결함으로써 국민들로부터 신뢰 받고 국민을 위해 봉사하는 군으로서의 역할을 강하게 요구받고 있다. 기존 군사시설에 대한 군과 지역사회 사이에 발생하는 주요 갈등요소에는 개발을 제한하는 군사보호구역 설정으로 인해 적절한 재산권을 행사하지 못하는 것에 대한 불만, 군부대의 장비 기동, 병력 훈련으로 각종 소음, 먼지발생, 환경오염 발생 우려 등으로 인한 국민의 생존권의 대한 위협으로 인해 안정적인 삶을 영위하는데 제약을 받고 있다는 것과 기타 지역과는 다르게 안보를 우선하는 정책과 제도로 인해 주민들이 생활의 불편함을 감수해야 하는 것이 현실이다. 이러한 갈등에 대한 문제점 해소를 위해, 다차원적인 관점에서의 군사시설과 관련된 이해 관계자들간의 관계와 유형을 분석하여 적극적인 문제해결을 위한 현실적인 대안 마련이 필요 하며 군부대와 지역사회가 서로 상생할 수 방안을 도출해 보고자 지역주민의 피해 및 갈등요인 을 알아보고 국내･외 군사지역과 시설에 거주하고 있는 지역주민과 유기적인 관계형성을 통 해 서로 상생할 수 있는 대안을 제시하고자 한다.
