The main topic in this paper is a comparison and analysis of higher education (post- secondary education) in the Republic of Korea and Japan centered on the area of project-type interventions. While there have been many studies concerned with ODA, it is rare to find research dealing with project-type interventions. Doing research on project-type interventions, which accounts for the great part of higher education ODA, is very important to understand the overall flows and strategies in the donor countries’ ODA. Korea and Japan are the comparative focus of this paper because both nations have similar education systems and other common things as regards their relationship with the ODA. In detail, however, both countries have shown different flows and strategies, specifically in higher education and project-type interventions. Whereas Korea is inferior to Japan in perspective of support scale, Korea is superior to Japan in regard of support proportion. In addition, Korea has relatively fewer regions of support than Japan. On the other hand, Japan’s aid strategy focuses on more diverse regions than Korea. With the analysis of higher education centered on project-type interventions, I could comment on future ODA in Korea. We have to build strategies for making specialized ODA likes Japan’s ‘Japan Brand ODA’ and ‘Laboratory Based Education’. Plus, We could benchmark aforementioned Japan’s strategies and this article will contribute to a more developed ODA policy for Korea in the future.

본 논문은 프로젝트형 지원사업을 중심으로 한국과 일본 양국의 고등교육 공적개발원조(ODA)를 비교･분석한 연구이다. 지금까지 고등교육 ODA에 관련된 연구들은 이루어져왔으나 프로젝트형 지원사업을 집중적으로 조명한 연구는 드물다. 고등교육 ODA에서 가장 많은 비중을 차지하고 있는 프로젝트형 지원사업을 분석하는 것은 공여국 고등교육 ODA의전체적인 흐름과 전략을 파악하는데 매우 중요하다. 한국과 일본을 비교대상으로 삼은 것은 양국이 이러한 프로젝트형 지원사업 전반에 걸쳐 많은 유사점을 지니고 있기 때문이다. 그러나 상세히 비교하면 세부적으로는 다른 양상과 형태를 보이고 있다. 한국은 지원규모에서는 일본에 열세이지만, 지원 비중에서는 한국이 우위를 나타내고 있다. 또한 한국은 상대적으로 적은 수의 지역에 집중적으로 지원하는반면에 일본은 보다 많은 수의 지역에 분산된 지원 전략을 취하고 있다. 본 연구에서는 프로젝트형 지원사업을 중심으로 한국과 일본의 고등교육 ODA를 분석함으로서, 향후 한국이 어떠한 방향으로 지원사업을 시행하는 것이 더 나은 선택인지 모색하는 기회와 시사점을 제시하고자 하였다. 한국은 ODA 지원 중 가장 많은 비중을 차지하는 고등교육 프로젝트형 지원사업에 있어, Japan Brand ODA나 연구실 기반의 공학교육(LBE)과 같은 일본의 특화전략을 벤치마킹하여 보다 발전된 ODA 지원을 위한 전략을 모색해야 한다.
