The most important status as a partner in external culture exchange to Japan is the Unites States. In the record of Japan Foundation, the United States always takes first place. As following the result, Japan regards as that the relationship between the United States is important. The United States is a partner to show elaborate attitude in the aspects of economy as trading nation and geographical factor as political and military ways. In addition, side of social and cultural as civilization for Japan is also vital elements why Japan have to be delicate to the United States. Japanese society has embraced the agenda mentioned as ‘common sense’. The first priority in relation with the United States to Japan has no motion from the economical conflicts which are symbolic of reorganization of world order from the end of cold war and Structural Impediments Initiative. This article demonstrates how Japan, which sets importance on the relation with the United states, prosecute cultural diplomacy. Furthermore, the paper explains the meaning and tasks caused by the cultural diplomacy.

일본의 대외문화교류의 상대국으로서 가장 중요한 지위를 점하고 있는 나라는 당연히 미국이다. 국제교류기금(Japan Foundation)의 국가별 실적 순위를 보더라도 미국은 항상 제 1위를 차지하고 있을 만큼 일본은 미국과의 관계를 중시하고 있다. 통상국가라는 경제적 측면과동북아시아의 지정학적 관점에서 본 정치･군사적 측면과 일본의 문명발전사라고 하는 사회･ 문화적 측면, 어느 측면에서 보더라도 정성을 다해야 할 상대이다. 일본사회는 이 사실을 「상식」으로 받아들이고 있다. 일본의 대미최우선노선은 냉전의 종언으로 인한 세계질서의 재편과 일미구조협의(Structural Impediments Initiative)에 상징되는 경제마찰 시에도 흔들림이 없었다. 냉전 후의 경제문제를 중심으로 양국의 관계악화를 우려하는 일부 식자층의 충고나 우익에 의한 탈미노선의 주장이 잇따라도 현실에 있어서 양국의 관계는 굳건했다. 동맹관계의기조를 무너뜨리지 않는다는 기본적인 인식을 양국이 공유하고 있는 이상 일본정부도 새로운국제질서의 구축을 지향함에 있어 대미관계를 중시하지 않을 수 없다. 이에 본고에서는 대미관계를 가장 중시하는 일본이 문화외교를 어떠한 이념과 방향성을 갖고 추진하고 있으며 그의미와 과제는 무엇인가를 분석해 보고자한다.
