This article analyzes the process of public engagement for resolving the issue of Japanese nuclear waste. Japan faces the task of disposing nuclear waste in large quantities, including nuclear waste produced after the Fukushima nuclear accident. The Japanese government is rushing to select a nuclear waste disposal site. However, majority of Japanese citizens are against the nuclear plant itself, and residents of the nominated regions are resisting fiercly. Science Council of Japan, representing Japanese scientists, urged the government to modify its policy fundamentally on nuclear waste and to establish a procedure to reach a multi-level consensus that a wide range of citizens participate. Mass media actively engaged in this proposal and brought people's attention to this issue, which eventually made it a social issue that all citizens are interested in. Series of this process is a public engagement process driven by the private sector rather than by the government, which can be a new model for resolving the issue of nuclear waste.
