The threat of natural disasters due to climate change has been increasing gradually. Urban areas have become overcrowded, and damage from disasters has been increasing as well. Such natural and social environments require the enhancement of disaster readiness in Korea and around the whole world, including disaster prevention policies, facilities, and educations. In particular, evacuation shelters are one of the most important disaster prevention facilities for temporary evacuation and residence of victims of various disasters. However, in Korea, the guideline to the contents on designation, management, discharge, residence and other supports regarding evacuation shelters is still limited, compared toother countries. Thus, this study investigates the current issues of the Korean guidelines in comparison to those in Japan, in terms of contents, constitution and categories and suggests the alternatives for improvement.

현대 사회에서는 기후변화에 따른 자연재난의 위협이 나날이 증가하고 있는 추세이다. 또한 도심지 는 과밀화되어 가고 있으며, 이로 인해 재난으로 인한 피해가 점차 증가하고 있다. 이러한 자연적, 사회적 배경으로 인해서 국내를 비롯한 전 세계적으로 재난의 대비에 대한 준비가 방재정책, 방재시 설, 방재교육 등으로 나타나고 있다. 특히 대피소는 자연재해 등으로 인해 발생한 이재민들이 일시 대피하거나, 임시로 거주하게 되는 공간으로서 가장 기본적인 방재시설이다. 그러나 국내의 경우 이재민들이 임시로 거주하게 될 대피소에 대한 지정 및 관리, 퇴소 등에 관한 사항은 물론 생활 혹은 기타 지원에 대한 내용들이 국외의 유사 지침과 비교하였을 경우 미흡한 실정이다. 이와 같은 이유로 본 연구에서는 국내의 지침과 국내와 유사한 재해의 유형 및 양상을 보이는 일본의 지침을 각각 조사하여 그 내용 및 구성 등을 비교분석함으로써, 현재 우리나라의 지침의 현황을 파악하고 국내 지침의 개선 방향을 제시하였다.
