This study tries to find the trends of defining the concept of competency, and identify the current theoretical discussion on the competency in South Korea. Through this effort, this study tries to identify the confusion in understanding and applying the competency concept. Usually, the competency has been defined the individual’s behavioral characteristics; however, now that concept is being used in several other ways in different contexts, in this country. For overcoming the confusion on the concept of competency, this study examines the difference between competency and core competency. Also, this study explores using the competency concept in vocational education and a higher education context. The difference between competency modeling and job analysis is also being discussed. Finally, this study suggests three categories which are able to be used for taking the first steps of overcoming the confusion in using the concept of competency.

본 연구는 우리나라에서 사용되는 역량이라는 개념이 어떻게 정의되고 있는지를 확인하고 이를 통해 현재 발생하고 있는 개념이해 및 활용에서의 혼동이 무엇인지를 확인하고자 한다. 역량(competency)은 보편적으로 개인의 행동특성으로 규정되어 왔으나, 우리나라의 경우 이 용어가 다양한 맥락에서 때로 다른 의미로 사용되어 지고 있다는 점을 확인하고 이를 탐색하고자 한다. 이를 위해 본 연구는 핵심역량과 역량의 차이는 무엇인지를 확인하며, 우리나라의 직업교육분야 및 고등교육분야에서 역량과 관련된 논의가 어떻게 이루어지고 있는지를 다루고자 한다. 또한 역량모델링과 직무분석의 차이점은 무엇인지도 논의한다. 끝으로 다양한 역량과 관련된 논의를 세 가지 범주로 구분하여 제시하고, 역량개념을 사용하는데 있어서 발생하는 혼동을 뛰어넘기 위한 첫 단계로서 다양한 역량개념의 활용이 존재함을 확인하여 제시하고자 한다.
