In recently to follow by being changed maket circumstance, it is expected for local housing cooperatives to live up but there is impossible of them to be stabilized due to structural problems. so for reforming, this study suggests to mainly concern with supplement in law, supporting finacial insurance ang etc First of all to concerning institution supplement of local housing cooperative, in first this study suggests to oblige to use standard regulation and standard written contract. In second this study suggests to draw up transparency way in local housing cooperative business through by professionalism and publicness started by maintenance business or the public management system. For supporting financial insurance for living up local housing cooperatives, this study suggests as followed: First to supporting public financial by fund raising. Second to be adapting dual structure by improving existed PF loan insurance, namely agency business in before handling insurance, adapting PF loan insurance in satisfaction with 5 condition of insurance treatment. Third this study suggests to expand middle payment insurance.

최근 지역주택조합 사업이 시장 환경변화 등으로 인하여 틈새시장으로서 그 활성화가 기대되고 있으나, 지역주택조합이 가지고 있는 구조적인 문제점을 해결하지 않고서는 안정적인 사업구조로 정착될 수 없는 바, 이를 개선하기 위한 주요 방안으로 법령상의 제도보완과 보증 금융지원 방안 등을 제시하였다. 우선, 지역주택조합 제도보완 사항으로 첫째, 조합운영과 공사도급 관련한 표준규약 및 표준계약서의 사용을 의무화하는 방안을 제시하였다. 둘째, 정비사업 전문관리제도 또는 공공관리제도를 도입하는 방안을 검토하여 사업의 전문성과 공공성을 통한 지역주택조합 사업의 투명성 제고를 위한 방안을 제시하였으며 지역주택조합 사업 활성화를 위한 금융지원 방안으로 첫째, 기금조성을 통한 공공융자 지원방안, 둘째 기존 일반 PF대출보증의 취급조건을 개선한 2원화 구조로, 보증취급전 자금관리대행업무, 보증취급조건(5가지) 충족시 PF대출보증 취급 방안, 셋째 중도금대출보증 확대 실시 방안을 제시하였다.
