Denuclearization through security assurance is an important policy alternative because economic sanctions have not yet led to denuclearization and military measures are too risky. As can be seen in the Ukrainian crisis, security assurance can be an empty promise, however. Therefore, in order to induce denuclearization through security assurance, it is desirable to promote a denuclearization zone treaty that the US, Russia and China participate in and ratify. If North Korea’s motive for nuclear armament is to disperse their domestic unrest and maintain the regime by generating the rally round the flag effect (diversionary nuclear proliferation), there is a limit in inducing denuclearization even through a perfect security assurance. However, the diversion effect is not permanent, and it cannot solve economic and political problems. Therefore, if the ‘diversion effect’ reaches the exhaustion point, North Korea will be more likely to engage in denuclearization negotiations.

경제제재는 아직 비핵화를 낳지 못하고 있고 군사적 조치는 희생이 너무 크기 때문에 안전보장을 통한 비핵화가 대안으로서 중요하다. 우크라이나 사태에서도 볼 수 있듯이 안전보장은 공허한 약속이 될 수 있 다. 따라서 안전보장으로 비핵화를 유도하기 위해서는 미중러가 참가하고 비준하는 비핵지대조약을 실현시 키는 것이 필요하다. 하지만 북한의 핵무장 동기가 불만을 분산시키고 결집효과를 발생시켜 정권을 유지하 는 것(관심전환적 핵확산)이라면 아무리 완벽한 안전보장도 비핵화를 유도하는 데에 한계가 있다. 그러나 관심전환의 효과는 영구적인 것이 아니고, 경제적⋅정치적 불만요인을 해결해 줄 수 없다. 따라서 ‘관심전 환’ 효과가 떨어지는 시점이 오면 북한은 비핵화협상에 임할 가능성이 증가할 것이다. 비핵화협상을 통해서 북한이 수용하고 미중러 그리고 한국이 합의할 수 있는 안전보장의 내용과 형식을 찾아내기 위하여 노력하여야 할 것이다.
