As North Korea’s nuclear armament is being completed, discussions on military options such as pre-emptive strike, preventive war, and North Korean leaders’ elimination are intensifying inside and outside the US government. Discussions on South Korea’s independent nuclear armamentor the redeployment of US tactical nuclear weapons on the Korean Peninsula are being intensified. In addition, some discussions have been raised to accelerate the collapse of North Korea by intensifying military pressure. This article sheds light on the practical limitations of this military optionsdebate, and first of all, aims to reveal that a peaceful approach is the only option left for us. The essence of the peaceful resolution of the North Korean nuclear issue lies in moving toward a peace treaty regime on the Korean peninsula that includes the four countries, including the two Koreas, the US, and China. In addition, the Northeast Asian Nuclear Weapon Free Zone Treaty, which promises to denuclearize the Korean Peninsula and Japan, and to ensure the three surrounding nuclear powers to respect and guarantee the nuclear weapon free zone, would support the peace treaty regime on the Korean peninsula, and play a key role in expanding the peace to the common security order in the East Asia. This article will summarize the content of the Korean Peninsula Peace Treaty as well as the key elements of the Northeast Asian Nuclear Weapon Free Zone Treaty. Starting from the discussions on the Denuclearization Zone that were raised in the existing East Asian civil society, this article harmonized the treaty with the Korean Peninsula Peace Agreement and critically revised the main content in order to increase the feasibility. Finally, this article examines the meaning of balanced diplomacy as the orientation of Korean diplomacy that can ensure peace on the Korean Peninsula by pursuing the peaceful resolution of the North Korean nuclear issue.

북한의 핵무장이 완성단계에 이름에 따라 미국 정부 안팎에서 선제타격과 예방전쟁, 북한 지도부 참수작 전 등 군사적 옵션에 대한 논의가 심화되고 있다. 한국의 독자 핵무장 또는 미국 전술핵무기의 한반도 재배 치 논의가 강화되고 있다. 또한 군사적 압박을 강화함으로써 북한의 붕괴를 앞당기고자 하는 논의도 제기된 다. 이 글은 이러한 군사적 옵션 논의의 현실적 한계를 짚어봄으로써 우리에게 남은 유일한 선택은 평화적 접근임을 우선 밝히려 했다. 북한 핵 문제의 평화적 해결방향의 요체는 남북한과 미국 및 중국 등 4국을 당사국으로 하는 한반도 평 화협정체제로 나아가는 것에 있다고 본다. 또한 한반도의 남북한과 일본을 비핵지대로 하고 주변 3대 핵보 유국들이 이 비핵지대를 존중하고 보장할 것을 약속하는 동북아시아 비핵무기지대조약은 한반도 평화협정 체제를 뒷받침하면서 한반도 평화를 동아시아 공동안보의 질서로 확장시키는 연결고리의 역할을 할 수 있 을 것으로 기대한다. 한반도 평화협정이 담아야 할 내용의 대강과 함께 동북아시아 비핵무기지대조약의 핵심적인 요소를 정리 하고자 했다. 기존의 동아시아 시민사회에서 제기된 비핵지대 논의에서 출발하면서도 이 조약을 한반도 평 화협정과 조화시키는 동시에 그 실현가능성을 높이기 위해 주요 내용을 비판적으로 수정해 보았다. 끝으로 북한 핵 문제의 평화적 해결을 관철하여 한반도 평화를 견인할 수 있는 한국외교의 지향으로서의 균형외교 의 의미에 대해서 생각해보았다.
